  • NGO partnership working in 5 EU Member States and
    Brussels.
  • Consists of 15 non governmental organizations
    working in the field of health and development.
  • Action for Global Health was created in 2006 out
    of a common concern that Europe is not yet doing
    enough to support developing countries to achieve
    the health MDGs by 2015.
  • Health is at the heart of the MDGs

  • 1. Resources for health
  • The health MDGs will never be achieved if action
    to improve aid effectiveness is not complemented
    by a substantial increase in financial resources
    for health by the EU Member States and the EC.

  • 2. Policy dialogue civil society participation
  • SWAps perceived not as a multi-stakeholder
    process, but as a specific public expenditure
    programme funded by (a select group of) donors
    and they are the ones that talk.
  • The current aid situation still emphasises
    accountability from government to donors, rather
    than to domestic stakeholders.
  • Systematic involvement of civil society in
    country level policy dialogue is needed.

  • 3. General and Sectoral Budget Support
  • General budget support needs clear performance
    frameworks to measure progress and track
    spending.
  • A range of financing mechanisms will be needed to
    ensure
  • strong health systems
  • adequate scale and speed for priority
    interventions
  • most vulnerable / marginalised are reached
  • ... but they all need to be part of the policy
    dialogue and the grants need to be accounted for
    in the national budget

  • 4. Predictability and recurrent costs
  • Lack of trained personnel continues to make
    health aid ineffective and extends beyond
    frontline medical staff to the technical,
    support, administrative and managerial staff.
  • Recognize the important role that community
    health workers and family members play.
  • More and more predictable funding needed
