Vipre Transport Demand Management
Vipre has been in the industry of travel change
management for 50 years. Originating from
Philips who developed Eindhoven, Netherlands in
the 50s, Vipre merged in 1998 with VPSI, the
largest commuter solutions company in the US
operating over 4000 vehicles and managing 25M
trips annually. A member of our management team
is currently president of the US Association for
Commuter Transport and I visit the US at least
twice a year on travel demand business. We
develop and implement sustainable travel
programmes in many large, often complex travel
generating sites The 320 companies operating in
Heathrow Aberdeens Dyce area Travel Plan both
public and private Mater Hospitals in Dublin. We
do write travel plans but our core experience
is in making them work.
3
Agenda Area Wide Travel Plans
  • We know what travel plans are but what do they
    try to achieve ?
  • The common solutions that travel plans promote.
  • More customers better results.
  • Keeping the wheel invented by reusing research,
    materials and services.
  • Reducing effort and focussing results.

4

    environmental impact, improving accessibility,
    staff mobility, health etc.

Multi-site Area travel plan approaches
Multiple Single Travel Plans No contact
between Authors or coordinators
Multiple Single Travel Plans Informal
communication and information sharing amongst
coordinators
Linked Travel Plans Formal communication and
co-developed Activites amongst coordinators
One overarching travel Strategy. Multiple site
plans. Separate formal management Organisation
with group structure
Highly flexible and individual Duplication of
effort Potentially Inconsistent Inefficient
Highly structured Good use of resources Powerful F
ormality and size may stifle progress
8
Commuter Centres
  • A central location to offer a single point of
reference for staff in travel options. Sometimes
    openly available retail space
  • Normally the delivery vehicle for the
    organisation / area travel plan
  • Staffed by resources experienced in travel
    planning, promotion and communications.
  • A Drop in Centre where staff are encouraged to
visit selling tickets / cycle accessories.
  • This is particularly powerful across many sites
    where
  • There are similar policies in action HR / Flexi
    / Parking
  • Staff have similar working conditions
  • There are shared transport operators (TfL etc)

9
More customers
  • This is about a critical mass.
  • Liftsharing is partly density based. A company
with 100 employees will struggle to get many
sharing, but 10,000 will have thousands.
  • Bus routes depend on estimated patronage (along
    just part of the route)
  • Bigger events draw larger attendance and have
greater impact on staff and PR

10
Making Best use of Resources
  • An area based approach combined with central
    delivery can
  • Develop strong identity through consistent
promotions / messaging which continue to reach
    mobile staff
  • Reuse materials (leaflets, registration forms,
    websites, travel plan databases)
  • Exert significant impact on operators and
    internal and external stakeholders

11
Example Dyce TMO
  • Why Was it Setup
  • Several organisations had travel plans but were
struggling individually to make any impact.
  • A formal organisation was formed to develop a
travel plan strategy for the three business parks
and link in the existing travel plans
  • A Commuter Centre was setup to facilitate and
    coordinate the 20,000 commuters.
  • Both the local authority and transport operators
    have fully participated in activities

12
Strategy Wheel
13
The Benefits - Conclusion
  • An area approach to travel planning can utilise
the greater numbers of customers in the area
  • Site specific needs are addressed through local
    variations of the travel strategy
  • The consistent and structured approach can be
    delivered through physical on-site Commuter
    Centres
