  • To provide ILNG Commanders and Family Readiness
    Group key leaders with clarification on the
    applicable regulations regarding FRG Fund
    procedures and accountability.

Commander Responsibilities
  •    Authorizes opening a bank account for the FRG
    fund, and prepares a letter naming the fund and
    the persons authorized to sign checks drawn on
    the account. The FRG must apply for a Federal
    Employer Identification Number (EIN), using form
    SS4, to establish the account.
  •    Appoints the FRG treasurer, and an alternate
    to manage the FRG fund. The Commander or any
    other soldier can NOT be signatories of the
    account.

Fund Limitations
  •   The fund balance must not exceed 1,000 except
    in cases of an approved event. In those cases,
    Commanders may authorize balances to exceed
    1,000 to cover expenses planned for a particular
    activity. However, this should not be a
    long-term situation (3 Months).
  •   Funds raised that exceed 1,000 must
  • Have a designated purpose, approved by the
    commander, prior to the start of the fund raising
    activities.
  • The purpose must be clearly communicated to the
    donors. Funds raised must be spent for the
    purpose designated.
  • Funds raised on government property cannot exceed
    1,000.

Fundraising Restrictions
  • The FRG will not sell goods and services it
    seeks donations, and gives goods and services to
    its donors.
  • FRG monies cannot be commingled with personal or
    unit funds, and vice versa.
  • Alcoholic beverages are prohibited during all
    fund raising events.
  • Gambling fund raisers are strictly forbidden.
    Raffles are prohibited unless they conform to all
    local, state, and federal laws. A review of
    raffle proposals by the State Judge Advocate
    General, and Wing/Battalion commander approval in
    writing, are required prior to the event.
