Community Technology Opportunity Program (CTOP)
  • CTOP was established in March 2008 by the WA
    Legislature (see SSB 6438).
  • Washington State University Extension has been
    tasked in the Legislature to administer two
    components of CTOP
  • 1. A grant-giving program
  • 2. A capacity-building program

CTOP Grant Program
  • Supports Community Technology Programs that
    provide hands-on technology access and training
    in serving residents of Washington state.
  • Awarded grants will reimburse 75 of approved
    eligible expenses for specific community
    technology projects between August 1, 2008 and
    June 15, 2009.
  • Request for Proposals (RFP) is posted at
    http//cbdd.wsu.edu/ctop.

CTOP Grant Program
  • Grant Proposals are due July 14, 2008 at 5p, to
    be submitted via email.
  • Awards will be announced August 1, 2008.
  • 350K will be distributed among 8 to 12 grants.
  • Expected average grant size ranges from 10K to
    50K.
  • Grant payments will be made monthly via a simple
    invoice process, WSU will reimburse 75 of
    eligible expenses.
  • Monthly reporting will be conducted via an online
    process developed by UW.

CTOP Grant Program
  • Eligibility
  • Organizations with 501(c)3 tax status,
    Federally-recognized Tribes or a designated
    public entity that partners with a 501(c)3
    organization. In the case of partnerships with
    public entities, it is encouraged (not required)
    that a 501(c)3 serves as the lead partner.
    (fiscal agent).
  • Be a definable community technology project.
  • Address the assessed need of the projects
    beneficiaries in Washington state.
  • Address one or more aspects of Digital Inclusion.
  • Address one or more Impact Type.

CTOP Grant Program
  • Proposal Format
  • Proposals must be submitted via email and include
    four prescribed attachments
  • Completed Project Narrative (Elements 1 thru 6),
    use WORD template available online.
  • Completed Project Budget (Element 7), use EXCEL
    template available online.
  • Letter from the IRS proving 501(c)3 status of
    primary applicant or project partner and/or proof
    of being a Federally-recognized Tribe.
  • Recent organizational fiscal report/audit

CTOP Capacity-Building Program
  • WSU will partner with CCN, UW, NPower Seattle
    Puget Sound Center for Teaching, Learning
    Technology to deliver a series of
    capacity-building activities based on a proven
    strategy.
  • CCN will help CTOP accomplish two high-level
    objectives
  • Reach more community technology programs serving
    Washingtons residents.
  • Reach deeper into currently engaged community
    technology programs with focused training
    workshops.

  • Offer Open House workshops (quarterly)

    CCN, with special focus on recruit higher-level
    leaders as well as clients/beneficiaries of CT
    programs.
