Overall internal security scenario
  • Although statistics indicate that overall
    internal security situation has been
    improving but it has to be clearly understood
    that militancy and terrorism are alive and
    active.
  • A constant watch, surveillance and pre-emptive
    and punitive action is a must no scope for
    complacency.
  • The Central and State security and intelligence
    agencies have to work in tandem to deliver
    better results.

Recent strategy and trends of cross-border
terrorism
  • Objectives of Pak based terrorist outfits like
    LeT, JeM etc., now are to
  • (i) attack soft targets, (ii) hurt economic
    scientific installations/manpower and (iii)
    provoke communal tensions.
  • These outfits are better organized, interlinked,
    and have latest hardware and work under
    directions of Pak ISI.
  • Terrorist outfits are now, besides fidayeen
    attacks, carrying out car bombs, grenades and
    explosive based attacks.
  • These groups are now using Nepal and Bangladesh
    also (besides JK) for infiltration through land
    and sea routes and for anti-India activities.

  • Indian youth being recruited and sent to Pakistan
    through Bangladesh Nepal for training and
    relaunching into India for subversion, sabotage
    etc.
  • Continuous supply of hardware finances to these
    groups through land and sea routes.
  • Terrorist groups have set up a number of sleeper
    cells/modules in different parts of the country
    recruiting both local Indians and immigrants from
    Bangladesh.

Prognosis
  • Pak based/ISI sponsored terrorist outfits retain
    the capability to strike upscale violence in
    JK and the hinterland.
  • Infrastructure of terror in Pak/PoK remains
    intact.
  • Pak ISI continues to pursue their agenda of
    destabilization of India.
  • Incidents of terrorist violence likely to
    continue in the medium-term (if not in the
    long-term).
  • Internal security situation today is largely
    determined by external dimensions low cost
    proxy-war.
  • Hence, need for a tactical and strategic
    response.

Action taken by the security and intelligence
agencies
  • Central Intelligence Agencies have unearthed
    plans of terrorist outfits like LeT to target
    vital installations like IMA, NPA, HAL, BARC, IT
    Cos and neutralised them in association with the
    State agencies.
  • Since 2004, 105 terrorist modules/sleeper cells
    including 35 in the current year neutralised.
  • Some of the major terrorist attacks foiled in
    recent years such as attacks on Parliament,
    Akshardham Temple, Ram Janam Bhoomi Babri Masjid
    Complex in Ayodhya, RSS headquarters in Nagpur
    besides several in JK, North-East and naxal
    areas.
  • However, more pro-active and sustained action is
    required to pre-empt Pak ISI backed terrorist
    modules and neutralise threats to internal
    security.

  • Strengthening of intelligence machinery at the
    Centre and in States upto police station level
    complete revamp of Special Branches in States.
  • Need for greater focus on activities of terrorist
    outfits, naxals, criminal communal elements and
    illegal immigrants.
  • Enhanced physical security and better access
    control systems through latest technology at
    vital installations, and public places such as
    airports, trains, railway stations, crowded
    markets and important religious places.
  • In-built provisions in new projects for security
    requirements, and for Rehabilitation and
    Resettlement (RR).

  • Need to upgrade policing and effective crisis
    response teams in major cities.
  • Strengthening of SMACs and Inter State
    Intelligence Support Teams (ISISTs).
  • Increased inter-agency coordination.
  • Urgent need for invoking provisions of NSA, UAPA
    etc. to deal with terrorist elements.
  • Concensus needs to be built up to designate
    certain offences as federal offences and their
    investigation to be vested with CBI.

  • Expediting raising of India Reserve Bns.
  • Full and effective utilisation of funds under the
    Police Modernisation Scheme, SRE Schemes, Coastal
    security, Backward Districts Initiative (BDI) and
    other developmental schemes.
  • Proper handling of media on internal security
    matters.
  • Need to improve overall governance and delivery
    systems of public goods and services.
