    cost-effectiveness. Where appropriate, the
    statement of work also shall require the
    architect-engineer to consider energy
    conservation, pollution prevention, and waste
    reduction to the maximum extent practicable in
    developing the construction design
    specifications.

  • 42.302(a)(68) Monitor the contractor's
    environmental practices for adverse impact on
    contract performance or contract cost, and for
    compliance with environmental requirements
    specified in the contract. ACO responsibilities
    include-
