  • What is the Gold Badge System ?

The gold badge system is a way of licencing
Stretch limousines through consultation and
agreement with local licencing offices. Central
government sent out internal mandates 3 months
ago to ALL LAs informing them that they MUST
accommodate Limos under Licencing, so all LAs
are aware. We as an industry have come up with a
system that matches the criteria for licencing of
the Stretch Limousine. The Gold badge system was
pioneered by Steve Mallen of Select Chauffeurs in
full consultation with Lichfield District Council
and through many months and many meetings have
come up with a system which has been adopted by
the said Council and is now being agreed to be
used by other councils who have been approached
and demonstrated how the system works.

  • How does the system work ?

The system works through agreed measures of
controls specific to the Stretch Limousine, our
aims are to operate a safe and licensed vehicle
inline with a structured process to maintenance
and best practice in the public domain. The
system is designed to reflect the Limousines in
which carry up to 8 passengers only, this system
is not designed for SUVs or 4X4 vehicles which
can carry more than 8 passengers. The licence is
called SPECIAL EVENTS VEHICLE under the
Private hire sector

  • Why move to the new system ?

The Limousine is here to stay, some councils do
licence and some will not through many different
reasons. As an industry we wish to provide a
first class service to our customers, as an owner
/ operator we wish to operate and run legally in
a safe and measured way, this means that we want
you to licence us so we can not only satisfy our
customers but also our moral obligations to
operate a safe vehicle which has regular checks
and is subject to operating within a licenced
authority and within set guidelines. All local
authorities will have to licence Limousines in
the future and we believe that, why wait when we
can offer a solution which matches the criteria
now and is already in use and working very well.

Supplementary Limousine Conditions
Introduction The private hire vehicle limousine
Licence, is granted subject to complying with the
following conditions of licence, in addition to
the standard private hire vehicle conditions
attached The Licence holder is the proprietor
of the vehicle All references to the council in
these conditions mean Lichfield District Council,
District Council House, Frog Lane, Lichfield,
Staffs . WS13 6ZE Supplementary Limousines

Supplementary Limousine Conditions
1.0 Vehicle Type 1.1 Only vehicles pre-approved
by an authorised officer will be accepted as
Special Events Vehicles. 1.2 Special Event
Vehicles must be, in the opinion of the Licencing
officer, of such quality and character as to be
considered a luxury vehicle. 1.3 The maximum
length of the stretch shall not exceed 3048 mm (
120 inches) 2.0 Seating 2.1 Vehicles will be
licenced for a maximum of 8 passengers only,
regardless of the number of seats available
within the vehicle 2.2 Proprietors must sign a
declaration that they are aware that their
vehicle is only licenced for 8 passengers and
agree to ensure that no more than 8 people are
carried under any circumstances.

2.3 Each seat will be at least 400 mm wide 2.4 On
L Shaped seats ( J Seating) , only one seat on
the right angled corner will be accepted. 3.0
VEHICLE TESTING 3.1 All Limousines will attend
one MOT and two vehicle compliance checks per
year. 3.2 Compliance checks will take place at
one Agreed Test Centre agreed council
garage 3.3 Failure of any of these checks will
mean immediate suspension of the Private Hire
Limousine licence, until repairs can be made ,
the test has been re taken and the vehicle has
been found satisfactory 3.4 In addition to this,
all proprietors should undertake their own
documented monthly checks to the council
specifications

4.0 Seatbelts 4.1 Seatbelts should be fitted and
used as legally required 5.0 Certificate of
Import 5.1 All Limousines must hold an SVA
(Single Vehicle Approval ) Post May 3rd 2005 by
law

6.0 Windows 6.1 The windscreen and all windows in
the drivers cab area should be clear or tinted
only to manufacturers standard and shall conform
to the legal requirements as laid down by the
construction Use regulations 2003. 7.0
Electrical Equipment 7.1 The controls for the
drivers screen and sunroof should be isolated, so
the driver alone may operate them 8.0 Provision
of Alcohol 8.1 Where alcohol is supplied , the
vehicle proprietor must hold the appropriate
premises and personal licences as required by
section 1 of the licencing act 2003 8.2 No
persons under the age of 18 years of age shall be
permitted to drink alcohol within the vehicle.

09.0 Provision of Entertainment 09.1 Where
entertainment is supplied the proprietor must
hold the appropriate Entertainment licence as
required by section 1 of the licencing act
2003. 10.0 Spares and Repair 10.1 A spare tyre
of an approved type only must be carried as a
spare or a contract be in place with a repairer
who can supply such parts immediately in the
event of a flat tyre. 11.0 Licence Plates 11.1
Limousines must display their licence plate at
all times in the top left hand corner of the
windscreen 11.2 The licence plate must not be
obstructed from view, inside or out at any
time 11.3 The licence plate should be produced on
demand to any authorised officer

12.0 Revocation and modification of
condition 12.1 The council reserves the right (at
its own behest and at anytime) to revoke, vary or
modify any of these conditions and / or to make
such additional conditions as it may deem
requisite, either generally or in respect of any
particular licence or occasion. 13.0 The
following sections of the general private hire
vehicle conditions ONLY are suspended for
Limousines Section 5.7.0 Vehicle Type (
Replaced by section 1a) Section 5.8.0 Comfort
of Passenger ( Replaced by section 2.0) Section
6.0 Colour Section 7.0 Age of vehicle Section
12.0 Vehicle Licence Plate ( Replaced by Section
12.0) Section 14.0 Seat Belts ( Replaced by
section 4.0)

14.0 The following individual conditions of the
general private hire vehicles conditions ONLY are
suspended for Limousines 9.1 and 9.2 of section
