  • Demand buy-back program

  • Customers with gt 1 MW of load
  • PacifiCorp offers prices for one and two days
    ahead on secure web site
  • Customer nominates load reduction
  • PacifiCorp accepts or rejects nominations

Energy Exchange - Results
  • 231 customers representing 338 accounts
  • Potential curtailable load of 475 MW
  • 169 accounts (50) have only identified the
minimum 200 kW as their curtailable load
  • During 2001 the maximum load curtailed during any
one event was approximately 60 MW.
  • Between December 2000 and September, 2001 the
program generated 136,217 MWh of curtailment.

7
Energy Exchange Lessons
  • Results were favorable when market prices were
    high
  • Price elasticity is evident
  • Customer gaming must be monitored
  • Customer education important
  • Real-time data would improve results
  • Reconciliation of curtailed load is complex
  • Expanding pledge options beyond one or two days
    ahead improves results
  • Customer input key to enhancing program
  • Customer participation in a curtailment event is
    not automatic - operational considerations
