What is Emergency Planning?
  • The process of planning for disasters or
    catastrophes by developing written procedures and
    conducting exercises to test the written
    procedures.

These are the three elements that surveyors can
effectively evaluate.

The Cycle Relevant to Surveyors
Prepare
PREPARATION examines what the facility does to be
ready for the inevitable.
Mitigate/ Prevent
MITIGATION/PREVENTION examines what the facility
does to reduce the likelihood of a hazard.
Evaluate
EVALUATION examines how the facility incorporates
lessons learned from using the plan during real
or simulated disasters.

How does this relate to the Plans?
  • Emergency Operations Plans (EOPs) are the written
    aspects of the Emergency Planning Cycle.
  • Each step of the cycle has a written counterpart.
  • A plan is NOT COMPLETE if each element of the
    cycle is not represented

  • Facilities should be making use of developmental
    toolkits now.

Surveyors and Emergency Planning
  • The 2007 State Audit offered the following
    guideline
  • The Department of Public Health and Environment
    should improve emergency and disaster planning
    efforts at nursing facilities by
  • Training surveyors on the attributes of a
    well-organized and comprehensive emergency and
    disaster plan, as well as on common problems with
    emergency and disaster plans.
  • Developing testing forms and checklists to help
    surveyors conduct a more focused review of
    emergency and disaster plans and identify
    deficient practices.

  • Training starts today and will be complete on
    Friday.
  • We are training surveyors on the Emergency
    Planning Cycle.
  • We asked that ALL SURVEYORS complete the IS
    100.HC course online
  • This is the same course we recommended all LTCF
    staff take.
