The Purpose
  • Counseling sessions are a corrective tool used to
    ensure cadets are aware of serious or repeated
    failures to adhere to the policies and
    operational standards of Detachment 88, to
    address the reason for these problems, and to
    search for possible solutions.

The Purpose
  • During the counseling session, the counseling
    cadet officer will focus the counselee on
    behaviors that must be changed or standards that
    must be met and the actions that can be taken to
    make the necessary changes.
  • They will also discuss problems that may have
    caused the failures, and what can be done to
    solve these problems.

Types of Counseling
  • Memorandum for Record
  • A Memorandum for Record (MFR) is an official
    memorandum that documents a counseling session
    and the infractions of a GMC cadet.
  • A MFR is the lowest form of counseling that will
    given to cadets.

  • Letter of Counseling
  • A Letter of Counseling (LOC) is also an official
    memorandum that documents a counseling session
    between the supervisor and cadet who committed
    the offense.
  • LOC will be placed in the cadets personnel
    information file.
  • Second most serious form of counseling.

  • Letter of Reprimand
  • A Letter of Reprimand (LOR) is a more serious
    version of a LOC.
  • After a cadet has received a LOC or in cases of
    severe cadet misconduct, a LOR is issued by the
    Wing IG to document serious infractions.
  • LORs will be placed in the cadets file

  • Form 16
  • A Form 16 will be issued by the Commandant of
    Cadets for any number of reasons.
  • A Form 16 will be used in circumstances where
    reprimand has been previously used, but has
    proven to be an ineffective tool in deterring the
    cadets undesirable conduct
  • Receiving Form 16s can lead to disenrollment

  • Supervisors will counsel their subordinates
  • GMC cadets will be given counseling via the MFR
    for first offenses
  • A subsequent offense will be counseled via LOC
  • Third offense will be counseled via LOR by the
    Inspector General
  • POC cadets will be given counseling via the LOC
    for first offenses
  • A subsequent offense will be counseled via LOR by
    the Inspector General

  • When counseling subordinates the Cadet Uniform
    Code of Military Justice will be used.
  • The CUCMJ is not merely a set of rules, which
    reapplies the Uniform Code of Military Justice to
    a cadet training setting.  It is more
    significantly a reference tool.
  • The CUCMJ is a handbook, which suggests
    appropriate punishment and corrective measures
    when the standards of conduct are not followed.

    for effective counseling
  • Cadet ARTICLE 86(t) Absent Without Leave
    (AWOL)
  • Example, failure let your Flight Commander know
    of absences for wing formations, including those
    for physical training or for weekly leadership
    labs
  • Cadet ARTICLE 87(t) Missing Movement
  • Example, missing movement times for scheduled
    cadet training exercises or events

  • Cadet ARTICLE 91(t) Insubordinate Conduct
    Toward Superior Officer
  • Example, disrespectful acts or language,
    neglecting a customary salute or greeting,
    showing indifference
  • Cadet ARTICLE 92(t) Failure to Obey Order or
    Regulations
  • Example, failing to get a haircut within a
    specific date and time when ordered by a
    supervisor
  • Cadet ARTICLE 107(t) False Official Statements
  • Example, Any cadet who, with intent to deceive,
    signs any false record, regulation, order, or
    other official document, knowing it to be false
    such as falsifying PFA scores

  • Cadet ARTICLE 115(t) Malingering
  • Example, any cadet who, for the purpose of
    avoiding work, duty, or service fakes an illness
    or inflicts self injury
  • Cadet ARTICLE 121(t) Wrongful Appropriation, or
    Loss or Damage of Military Property
  • Example, any cadet who willfully or through
    neglect damages, destroys, or loses any military
    property of the United States

  • Cadet ARTICLE 133(t) Conduct Unbecoming an
    Officer and Gentleman
  • Example, any action or behavior in an official
    capacity, which, in dishonoring or disgracing the
    person as a cadet, seriously compromises the
    cadets character as a gentleman such as using
    insulting or defamatory language to another cadet
    in that cadets presence or about that cadet to
    other persons.
  • Cadet ARTICLE 134(t) General Article
  • Example, disorderly conduct or disorderliness
    fraternization indecent language indecent acts
    with another and wearing unauthorized insignia,
    decoration, badge, ribbon or device, etc.

  • When counseling, discuss the relevance of a
    cadets behavior to the repercussions of real Air
    Force
  • If it is necessary to issue LOCs or MFRs then
    give solid counseling
  • All counseling will take place within one week of
    the incident
  • Inform the IG of all counseling
