Aid Effectiveness in Conflict and Fragile

Progress since 2005
  • Paris Declaration aid effectiveness principles
    apply equally to conflict and fragile situations,
    but must be adapted to weak ownership or capacity
  • Donors established 10 principles in OECD/DAC
  • Accra recognize DAC principles and decide on
    joint steps to implement and monitor, new
    interest from fragile states themselves

Key issues
  • Paris Declaration indicators with emphasis on
    quantitative targets are less relevant in fragile
    situations
  • Planning, coordination and implementation
    modalities depend on the specific context
  • UNDAF, JAS, PRSPs, budget support, SWAPs, country
    systems are often not relevant
  • But the UNCT is often more important
  • Need for comprehensive or whole-of-government
    approaches to address links between development,
    security, political and humanitarian engagement
  • Not business as usual!

Accra Outcome objectives
  • Need for realistic peace- and statebuilding
    objectives that address the root causes as
    prerequisites for development
  • Informed by international dialogue between
    partners and donors
  • Dialogue is being chaired by DRC and France with
    support from DAC
  • Preparatory meeting in December with 11 fragile
    states participating
  • First meeting in Bangui in October?
  • What role for the UN?

Accra Capacity development
  • Need for demand-driven, tailored and co-ordinated
    capacity-development support for core state
    functions and for early and sustained recovery
  • Agencies will work with developing countries to
    design interim measures
  • Strategic use of direct implementation and
    substitution?
  • South-South?
  • UNCT role in capacity development, but do we have
    the right tools?

Accra Financing
  • Donors to provide flexible, rapid and long-term
    funding modalities, on a pooled basis where
    appropriate, to bridge humanitarian, recovery and
    longer-term development phases
  • Work underway in OECD/DAC to map donor policies
    and procedures and available instruments
  • What is the gap and how do we close it?

Accra Monitoring of the DAC Principles
  • Joint monitoring process at the country level on
    a voluntary basis
  • Share results as part of progress reports on
    implementing the Paris Declaration
  • Six countries volunteered until now DRC, CAR,
    Sierra Leone, Afghanistan, Timor Leste, Haiti
  • Opportunity to avoid rigid and unproductive focus
    on quantitative success criteria?

Questions for UNDG
  • Does the UN have a special role in providing
    leadership when governments are weak? Role of the
    RC? Aid management?
  • Can we provide a basis for alignment and
    harmonization with capacity assessments, PCNAs
    and MDTFs?
  • Can we build on integration as a UN advantage?
  • Does strong local presence and ability to
    implement small projects enable the UNCT to
    implement better and sometimes more quickly, and
    build capacity in situations of weak capacity or
    ownership?
