THE SACN BRIEF CONTEXT

  • Recognize the importance of other stakeholders

  • Clearly defined activities and outputs/outcomes?
  • Monitoring, Evaluation and Review mechanism.
  • NB it is important that each program is
    conceptualized differently according to its
    challenges.

  • Is the program capable of effecting synergy,
    facilitate networking and generate innovative
    knowledge?
  • Therefore, will the program impact positively to
    a South African City Development Strategy?
  • If so, what is the value-add to each city?

Relevance to Developmental Local Gvt.
  • How is the program enhancing programmatic efforts
    of other spheres of government specifically the
    non-governmental sector generally
  • To what extent is the program addressing a
    component/s of developmental local government
    e.g. outcomes, tools, IGR.
  • How will the outputs/outcomes of the program be
    used as a learning process to revise mechanism
    means for attaining developmental objectives.

3. ALIGNING INTEGRATING S.A.C.N. TO LOCAL GVT.
  • Aligning
  • Ensuring that there is no duplication that
    results from narrow sectoral or geographical
    thinking !!
  • Integrating
  • Ensuring that sector based projects and / or
    activities are benefiting other sectors in such a
    manner that theres little duplication !!

E.g. If SALGA is engaging DWAF on Water
Sanitation, can the SACN utilize its platform to
input City Peculiarities into the SALGA driven
process without duplicating or complicating the
overall process?

  • Systems Structure Acts of Local Gvt
  • Local Gvt. Performance Management System that
    derives itself from the Systems Act
  • We must not be ignorant of and therefore need to
    take into account other national, provincial and
    city generated POLICY DIRECTIVES.e.g. IDPs,
    Urban Policy,
  • ISRDP, Urban Renewal etc
