AIMEnet ListservHIV/AIDS Monitoring and
Evaluation Network Listserv
  • Coordination and harmonization are goals of the
    multi-agency partners represented here in
    Atlanta
  • In June 2004, the multi-agency partners sponsored
    the start-up of a moderated listserv for ME of
    HIV/AIDS
  • The objectives of the listserv are to
  • Inform and share information about ME of
    HIV/AIDS, including but not limited to best
    practices, publications, reporting systems,
    relevant questions and technology sent in by
    participants.
  • Disseminate information on trainings, workshops
    and other relevant announcements, sent in by
    participants and the moderator.
  • Provide a space to hold forums with guest
    moderators/professionals in the field on specific
    topics.
  • Create a global network that supports dialogue
    among ME professionals working in HIV/AIDS

  • The Listserv currently has 237 members and we
    welcome others who would like to join.
  • If you would like to join the listserv, please
    send an email to moderator_at_AIMEnet.org and in
    the subject line, please type subscribe and
    include
  • Your full name,
  • country of residence,
  • organization/institution in which you work,
  • a working/frequently checked email address.
  • Once your email is received, please allow 24-48
    hours to be added to the list.
  • The language of the listserv is English.

Technical Assistance DatabasePurpose and
Objectives
  • Coordinating HIV/AIDS SI/ME technical assistance
    is an additional goal of the multi-agency
    partners, but has never been implemented
  • To pilot this process, a TA request and tracking
    system has been set up to support the SI Teams of
    the Presidents Emergency Plan 15 focus countries
    if TA can not be met in country
  • To coordinate TA requests from country teams
    through SI Core Team Advisors and responses from
    USG CAs and partners, more efficiently.
  • To archive TA requests and technical assistants
    who respond to requests.
  • To give headquarters, SI Advisors and teams a
    big picture of SI/ME HIV/AIDS TA and a list of
    TA providers per country.
  • A database has been developed to house requests
    and information from the Presidents Emergency
    Plan teams and their countries related to
  • SI/ME TA to the national program, to help build
    capacity
  • Implementing Emergency Plan SI/ME objectives
  • Ensure efforts are not duplicated and potentially
    identify gaps.

Types of Technical Assistance Requests and Process
  • SI/ME Teams might request two different types of
    TA.
  • First Type Emergency Plan/USG specific
    requests, which might include reports,
    indicators, target setting, COP development etc.
  • This type of request must pass through the core
    teams at headquarters and the headquarter SI Core
    Team Advisor.
  • If this type of request can be filled directly at
    headquarters, then there is no need to come into
    the TA Database Request/Response System.
  • If SI Core Team Advisors need assistance filling
    these types of requests, then they can contact
    the TA database moderator.

Types of Technical Assistance Requests and Process
  • Second Type Non-Emergency Plan related technical
    assistance, which might include TA to the
    National AIDS Councils/MOH to assist with
    national ME Plan development, indicators, HMIS
    etc.
  • This may also include additional capacity
    building activities such as training and
    workshops.
  • This type of request may not pass through
    headquarter SI Core Team Advisors
  • However, the SI Core Team Advisors are encouraged
    to try to ensure that the country SI Coordinator
    keep them informed of TA activity (and vice
    versa),
  • Which will be followed up by the TA database
    moderator to make sure information is recorded in
    the database.
  • When these types of requests come through SI Core
    Team Advisors and need assistance being filled,
    then the SI Core Team Advisors can contact the TA
    database moderator for assistance.

Requesting and Responding to TA
  • SI Core Team Advisors are asked to submit
    requests/coordinate with TA database moderator
    through
  • TArequest_at_AIMEnet.org
  • The SI Advisor will submit a brief request form
    and once received, information will be entered
    into the database.
  • The moderator of the TA Database will draw on
    headquarters, CAs, partner and consultant
    contacts to help fill the request.
  • SI Advisors will be notified of the status of
    request, if filled or not and then connected to
    the TA provider/implementing organization to
    coordinate with the country teams
  • This is a new system, updates and adjustments
    will need to be made once implemented
  • Please share your suggestions and feedback
    regarding the flow of information and
    communication mechanisms

Technical Assistance Visit Tracking
  • As mentioned earlier, whether or not TA is
    provided through the TA database request/response
    system, SI Country Coordinators should keep their
    SI Core Team Advisors aware of USG supported TA
    in their countries.
  • TA Database moderator will follow up with SI Core
    Team Advisors regarding
  • Who has provided TA to your field teams?
  • When and Why was TA provided? Were goals met?
  • Was TA helpful/did it meet the requested needs?
  • Very brief forms will be provided to SI Core Team
    Advisors to report on TA visits and/or SI
    Advisors can ask the SI Country Coordinator to
    report the TA provided.
  • The moderator of the TA system will follow up
    with SI Advisors first for this information
  • This system may not record all TA but will try to
    capture as much as possible. It is a service
    provided to help the SI/ME Teams, and is
    flexible and open to adjustment if needed

Request Information
  • If support for locating TA is needed, SI Core
    Team Advisors will ask for specific information
    from the field
  • Contact Information for requester and in-country
    partner organizations/institutions
  • HIV/AIDS SI/ME Technical Assistance Request and
    description
  • HIV/AIDS SI/ME Training Program/Workshop Request
    and description
  • SI/ME Materials Request
  • Current SI/ME Capacity Building activities with
    National institutions and documents produced
  • Previous TA visits.
  • Forms will be coordinated with the SI Advisors in
    the next few weeks.

TA Database
  • Web-based interface chosen to facilitate use by
    moderator and additional users
  • The database is able to house and report on a
    variety of fields, by country
  • Information collected/tracked will come from SI
    Team requests and follow up with SI Teams, TA
    providers, USG Trainer Network and partners in
    the field, by the moderator
  • Country reports are built as information is
    entered and can be downloaded as Word or pdf
    documents
  • Country reports will be generated and sent by
    email or fax to SI Advisors, SI Teams,
    headquarter staff and TA providers as needed.
    Statistics compiled monthly and yearly.
  • Start-up by mid-September, currently making final
    updates and adjustments
