    responsibility and what this really means

    impact in terms of implementation and monitoring
    only unions must be part of this process
  • Dialogue can be proactive as well as ad hoc
    prevention is better

  • Not simply a question of resources, but also of
    commitment and motivation
  • Requires a multifaceted approach involving all
    actors in society, including trade unions and
    young people
  • Need to change behaviour and attitudes this can
    only be done through education
  • Education For All means for all, including the
    marginalized and excluded
