11Why are the changes being made?
- It gives governing bodies more freedom and
fexibility to decide on their own membership - Governing bodies are best placed to decide what
works for them - It should help governing bodies operate more
effectively
12When will these changes come into force?
- Maintained Nursery Schools will be required to
establish a new governing body ready for 1st
September 2003
13What are the main changes
- New categories are-
- Staff governors
- Parent governors
- Community governors
- LEA
- Associate members
14Staff Governors
- Headteachers,teachers and non teaching staff are
now included in the same category - One place must be reserved for the headteacher
within the staff governor category - One place must be reserved for a teacher,unless
no teacher stands for election - If there are three or more staff governor
places,then one has to be reserved for a member
of the support staff - Staff governors cannot serve out their term of
office if they no longer work at the school
15Parent Governors
- Disqualified from election or appointment as a
parent governor if - - An elected member of the LEA
- Paid to work at the school for 500 hours or more
in a school year - Can serve out term of office if their child
leaves the school during term of office
16Community Governors ( were co - opted governors )
- Appointed by governing body
- Cannot be a community governor if-
- a registered pupil at the school
- Paid to work at the school for 500 hours or more
in the school year (ie eligible to be staff
governor) - Elected member of LEA
- Can serve out term of office if their child
leaves the school during the term of office
17LEA governors
- Appointed by LEA
- Disqualified from appointment as a LEA governor
if eligible to be staff governors at the school
18Associate Members
- Can attend full governing body meetings and can
be appointed to committees - Are not governors .. Are not recorded on
instrument of government - Can be pupils,school staff and people who want to
contribute specifically on issues related to
their area of expertise - It is up to governing body to decide whether or
not to appoint any associate members
19Main changes to disqualifications
- Governors may serve on more than two governing
bodies.....if they have the time! - A governor (or future governor) is disqualified
if they refuse at anytime a request by the clerk
to the governing body to make an application for
a criminal records certificate
20Maintained Nursery Schools
- Four compulsory stakeholder groups
- Parents at least a third
- School staff at least two places,but no more
than one third,including the headteacher - The LEA one fifth
- Community governors at least one fifth
- In addition the governing body can appoint one or
two sponsor governors

22Terms of office
- Term of office for governors is four years
- The governing body can decide to set shorter
terms for one or more categories of governor. - A shorter term of office
- Must not be shorter than one year
- Must be recorded on the instrument
- Cannot be varied for individual governors

instrument of government,before end of summer
term - Approach existing LEA governors to see if they
wish to be re-appointed - Hold elections for staff and parent governors
