3- Coastal Wetlands Planning Protection Restoration
Act - (CWPPRA)
4CWPPRA Background
- In 1990, the United States Congress recognized
the national significance of wetland loss in
Louisiana and passed the Coastal Wetlands
Planning, Protection and Restoration Act (Public
Law 101-646, Title III also known as the Breaux
Act) to contribute federal monies and build upon
existing state restoration activities. - In 2004, the United States Congress voted to
extend CWPPRA for an additional 15 years, under
the Consolidated Appropriations Act, 2005. - CWPPRA dedicated, this year, approximately 65
million to wetland restoration projects in
Louisiana. - CWPPRA is directed by a Task Force composed of
five federal agencies the United States
Departments of the Army, Agriculture, Commerce,
and the Interior and the United States
Environmental Protection Agency.

6Current CWPPRA Activities
- Construction Phase Five (5) projects are under
construction. Once constructed over 1000 acres
will be benefited. - Bid Phase Thirteen (13) projects are in the
process of bidding for construction estimates.
Once constructed over 4200 acres will be
benefited. - Engineering and Design Thirty-seven (37)
project are under design. Once constructed over
55,000 acres will be benefited. - 5 projects (113M) ready to construct but
un-funded

8Coastal Impact Assistance Program (CIAP)
- The Coastal Impact Assistance Program (CIAP) of
2005 was authorized by Section 384 of the Energy
Policy Act of 2005. - The program will provide 127.5 million annually
of Outer Continental Shelf (OCS) mineral revenues
to Louisiana for four years, beginning October 1,
2006 (Federal Fiscal Year 2007) funds will also
be provided to other mineral-producing coastal
states. - The total (4-year) CIAP funding to Louisiana is
estimated at 510 million, of which 35 percent
(178.5 million) is dedicated to coastal
parishes. -
9 CIAP Current Timeline
- Governor submitted Plan to DOI Secretary and
Minerals Management Service (MMS) - June 1, 2007 (1st CIAP Plan in Nation)
- State began implementing several restoration
projects included in Plan, using State funds - June 2007
- MMS determined Plan to be complete initiated
approval review - July 30, 2007 (1st CIAP Plan in Nation)
- MMS approval of Plan
- November 29, 2007 (1st CIAP Plan in Nation)
- State begins submitting CIAP grant applications
to MMS (9 submitted) - November 30, 2007
- Involve CPRA Interagency Planning Team and Corps
of Engineers in screening of CIAP proposals

13200 Million Financing for Coastal Restoration
and Protection
- Act 203 of the 2007 Regular Legislative Session
provides for - 147.3 million in supplemental appropriations for
the 2006-2007 fiscal year to the Louisiana
Department of Natural Resources for the purpose
of coastal restoration. - 52.7 million in supplemental appropriations for
the 2006-2007 fiscal year to the Louisiana
Department of Transportation and Development for
the purposes of coastal protection.
14Fiscal year 2007 - 2008 Annual Plan
- The following criteria were used to select
projects - Selected projects must be consistent with the
Urgent Early Actions of the Master Plan, as
defined in Chapter 3 of the Annual Plan. - Selected Projects should be able to proceed to
construction immediately or within 24 months - A balance of hurricane protection and ecosystem
restoration projects must be selected - Projects will be selected from the three major
basins - Emergency project repairs or projects that
address emergency needs related to continuing
coastal ecosystem degradation may be included - A portion of the funds should be used to build
scientific and technological capacity - No studies
- No administrative, personnel, or personnel
related expenditures will be permitted
