- The aim of SIMIHO WG is to provide a satellite
interconnection mainly, but not exclusively,
among military hospitals (operational NATO role
4) and to present a high-end specifications
application with immediate applicability based on
accepted common hardware and software standards. - The NATO Telemedicine WG is orientated towards
operational roles 1-4, presents a low-end
specifications application and is responsible for
producing a STANAG, which is subject to
time-consuming national ratification and
implementation procedures, also dependent on
existing national reservations.

5Metrics for Evaluation of TMED Utilization
- The need for specific metrics, in order to
evaluate the utilization and effectiveness of a
telemedicine system, is identified. - The Nations were asked to propose these metrics,
which will help to establish the standards for
the NATO countries.
6Telemedicine Interoperability Study
- This study has been designed to answer two
questions - Is there technology available that can link Field
Units from one country to a second country that
is suitable for the provision of telemedicine? - Is clinical and managerial advice from one
country acceptable and usable by a second
country? - This study is not being used to see if a
particular country or specialist is capable of
undertaking telemedicine. It is a test of the
system, not individuals.
7Telemedicine Interoperability Study
- The cases used in this study are all real ones
that have been anonymised. Field units will
submit the cases to the telemedicine server using
the Internet for a communication link. - The telemedicine server will then send a
notification to the relevant specialist in each
country to tell them that a case is waiting for
them. - The specialists will then use a web browser to
access the site and view the case. They will then
make a reply using the on-line form which will be
sent, by email, to the originating Unit. No
specialist will be able to see the replies of any
other specialist during the study period. -
8Telemedicine Interoperability Study
- Only cases in the following specialties should be
submitted Dermatology, Orthopaedics, Radiology
and General (internal) medicine. - Further information can be found at

9Teleconsultation STANAG
- The TMED Panel has prepared a final draft STANAG
with subject"Development and Implementation of
Teleconsultation Systems". - Main aim is to provide the guidelines and
recommendations for the development of national
Teleconsultation systems, in order to ensure
multinational interoperability during the
deployment in a multinational NATO environment.
10TMED Panel Subcommittees
- The panel has formed a number of subcommittees
with specific tasks. - Some of these tasks are of interest to the SIMIHO
/Tech WG and they address issues that should be
discussed. - Some of these issues are
- Identification of teleconsultation requirements.
- Identification of the teleconsultation data and
application architecture. - Identification of the baseline and target
communications and security architecture that
would support teleconsultation. - Identification of regulatory and legal issues
that may impact on multi-national
teleconsultation. - Develop policy on patient consent in
Telemedicine/ Teleconsultation.
