  • Critical shortage of registered nurses and direct
    care workers

Project H.E.A.L.T.H.
  • In partnership with the NC Department of
    Commerce, NC Hospital Association and Department
    of Community Colleges project H.E.A.L.T.H. Is a
    1.6M demonstration effort that seeks to expand
    capacity through faculty development and
    increase access and retention of healthcare
    professionals within the healthcare industry.

  • Through a modified HRD Training format. Project
    H.E.A.L.T.H.
  • Test enhanced assessment, career exploration
    and employability skills training.
  • Creating informed workforce choices in
    determining that Health Care Occupations as a
    desired training path.

Project H.E.A.L.T.H.
  • Seeks to expand capacity within healthcare
    education.
  • Offers 21 Nurse Educator fellowships that will
    increases the states ability to provide
    healthcare educators to this high growth high
    demand occupational field.

  • Existing Employers in urgent need of skill
    systems upgrade training

North Carolina Incumbent Worker Training
  • In partnership with Economic Development Local
    Chambers of Commerce and Workforce Development
    Boards the Incumbent Worker Training program
    began as a 1M demonstration effort designed to
    support the skills upgrade and training needs of
    existing business.

Indicators of Success
  • In its short two year operation, the program
    provided occupational skills training and
    support to 106 employers within the North
    Carolina Corporate and Small Business Community.
  • A total of 4M has been expended in this activity
    from 2002-2004.

Notable Trends
  • Sixty (60) of the companies assisted were from
    the manufacturing industries
  • Businesses from the IT, Sales/ Tourism, Medical,
    Bio Technology, Construction and Publication and
    Media make up the forty (40) of businesses
    assisted through the Incumbent Worker Training
    Program.

Enhanced Workforce and Economic Development
Toolkit
  • The Incumbent Worker Training program has become
    the link between WDB, Economic Development and
    Communities seeking to retain viable employment
  • In the coming program year, the program will
    focus its training efforts on enhanced
    certification and educational opportunities.

Tar Heel Works
  • Is best described is a concentrated effort to
    jumpstart job creation within five counties
    heavily impacted by mass layoffs and plant
    closures.
  • Utilizing National Emergency Grant and Trade and
    State Activities funding streams Tar Heel Works
    will target workers who have not elected to
    participate in traditional employment and
    training models.
