School Personal Care Assistant Services
  • Meet standards as required by the Department of
    Education Virginia School Health Guidelines, VDH
    and VDOE, 1999.
  • Received training for assisting with meeting the
    health needs of the student.
  • Supervised by a Virginia-licensed physician,
    physician assistant, nurse practitioner,
    registered nurse (RN) or other DMAS recognized
    school health professional acting within the
    scope of his license under State law.

Authorization for Services
  • No additional prior authorization is required if
    services are authorized by the current IEP
  • The student shall have a current order from a
    physician, physician assistant or nurse
    practitioner for specialized nursing procedures
    (tube feedings, catherization)
  • The service cannot be provided by a parent or a
    step-parent

  • Perform services consistent with the training
    received.

  • Medication Manual for Unlicensed Personnel
  • Insulin and Glucagon Manual
  • Services are to assist the child with
    disabilities in self-sufficiency, communications
    and mobility skills

  • The personal care assistant must be trained for
    the specific procedure per child.
  • Based on current nursing a medical protocols for
    care of children with special health care needs.
  • The training must be performed by qualified
    personnel and signed off upon completion of
    training.

  • Services provided by the assistant are related to
    the childs physical and behavioral health
    requirements, including
  • assistance with eating, dressing, hygiene,
    activities of daily living, bladder and bowel
    needs
  • use of adaptive equipment

  • ambulation and exercise
  • minor behavioral issues
  • other remedial services to promote reduction of a
    childs disabilities and
  • monitoring of a health related service
  • ie bus driver aid or monitoring for the need of
    suctioning

  • Plan of Care
  • The Registered Nurse or other DMAS approved
    practitioner of the healing arts, supervising the
    assistant shall provide a written plan describing
    the assistance needed for the student.

  • Documentation
  • The school personal care assistant shall
    document
  • On a weekly basis for non-nursing services
    (Medicaid requires documentation for time being
    billed)
  • For nursing assistant the documentation is per
    occurrence
  • The dates and times noted
  • Initials of the assistant

  • Date of entry
  • Out of the ordinary findings
  • RN or DMAS approved practitioner of the healing
    arts will review documentation every 30 calendar
    days.
  • The supervising professional will document the
    monthly visit with a note, signature, and date.

  • Billing
  • A unit of services equals 15 minutes for no more
    than 8.5 hours a day
  • The number of units billed is not to exceed the
    number of units in a day that the student is in
    the care of the school
  • While more than one assistant may attend the
    student during a school day, the unit for a
    particular period of the day shall not be billed
    for the services of more than one assistant.
