  • What we knew
  • When parents were asked Think you are you using
    your car seat correctly? Over whelming yes
  • Would you seek out information to check your car
    seat? no, because Im using it correctly!
  • When it was pointed out to parents that they were
    using their seats incorrectly, then they would
    seek information.
  • We needed to force parents to get the
    information required to make corrections.
  • Could not be a punitive measure, (ethical
    question)

  • What we knew
  • Problem How do you get the attention of a
    population that believes they are not at risk
    because they have already taken the appropriate
    steps to be safe. (ie. Bought the seat)
  • We didnt have the means to intervene with the
    population
  • No process in place to compel people to assess
    their car seat.
  • Couldnt force them to have their seats
    inspected.

How the program works Enforcement
  • Done one of two ways
  • Targeted Safety Checks- Pull over all vehicles
    that have children who appear to be lt 16 years
    old. See Safety Check Guidelines
  • Routine patrols child seats or seat belts
    checked during regular traffic stops

Process
  • Police officer and/or trained child seat
    inspector approach vehicle.
  • Visual inspection only
  • Determine if charges are to be laid against
    driver
  • In addition to the normal charges, the driver is
    offered the Option Four
  • Driver may choose to attend education session to
    have ticket recommended for withdrawal.

Process
  • Client advised of Option 4 class.
  • Three month court date required to give client
    the time to attend the class.
  • Ticketed driver must attend but others are
    welcome.

Classes
  • Taught by health representative and enforcement
    officer together.
  • Approx. 2 hours in length.
  • Provide basic child seat and seat belt
    information which then enable the client to make
    the appropriate changes
  • Attendance at class then ensures ticket is pulled
    on court date.
