ORCA Policy

• The Mandate
• Offerors are required to
• Provide reps certs electronically via
  https//orca.bpn.gov
• Done in conjunction with required registration in
  CCR
• Update reps certs as necessary, but at least
  annually
• Provide contract specific reps certs updates
• Contracting Officials are required to
• Replace most of current solicitation provisions
  with single clause that directs vendors to
  complete ORCA.
• Provide provisions, not covered in ORCA, in
  Section K of the solicitation
