- Recent experience with these subordinate
formations - Multiple, different, concurrent structures is the
norm
3The Concept EPOC and the HQ USEUCOM Staff
4Multiple, Simultaneous Ops
CDR USEUCOM
EPOC
JET
Alliance JTF HQ
- Requires
- dynamic assignments of operational tasks
- dynamic definition of command and support
relationships
5Three Challenges
- Funding CDR USEUCOM Training Requirements
- EPOC
- New Theater Requirements (ex. Collaborative
Tools) - JNTC CONOPS
- What new capabilities will the JNTC provide?
- What will JNTC implementation require of
USEUCOM? - JTIMS or suitable replacement
6Resourcing CDR USEUCOM sJoint Training Program
- Current Situation
- Training the EPOC (SJF HQ) is an unfunded
requirement - HQ USEUCOM trains at Components largess
- Reduction in Strategic footprint will also reduce
total Component Incremental funding - Collaborative Planning Tools
- Will require 100 trained staff at all levels
- Will drive increased training requirement at all
command levels - Agile C2 Architectures
- Expect training costs to ramp upward
- Training all C2 levels in collaborative tools
- Increased STRATLIFT costs for rotational /
expeditionary forces - Increased requirement for individual, small
element and collective training
7JNTC Implementation
- JNTC CONOPS for USEUCOM AOR
- Integrating USEUCOM infrastructure into the JNTC
- How will USEUCOM facilities be resourced during
implementation ? - Will future investment become a JFCOM
responsibility ? - Will USEUCOM be required to take POM action ?
8Knowledge Management Challenge (JTIMS)
- Growing Pains are untenable.
- Uncertain access to data is unacceptable.
- Complications with de-centralized approach
- General lack of business rules
- Inability to merge user group data
- Connectivity / interface issues compounded
- May require professional data entry
- Spending more time on work-arounds than
management
9Summary
- USEUCOM Transformation is evolving.
- EPOC will require focused attention for next few
JTP cycles. - USEUCOM Training Strategy must now accommodate
anticipated Rotational / Expeditionary force
structure. - JNTC challenge may be different in USEUCOM AOR.
- Need to begin forward planning.
- Investment required will be significant.
- JTIMS must be fixed.
- Functionalities consistent with management
requirements. - Connectivity 24 / 7 / 365 !
