OCTOBER FORUM
  • Discussed the options of one station versus two.
  • Discussed the pros and cons of various sites.
  • Tonights proposal is the outcome of the forum
and utilized the input of citizens who
    participated in the forum.

4
THE PLAN
  • One Department
  • Two Stations
  • Locations
  • Tonights Process

HOW DO WE GET THERE?
5
TONIGHTS VOTES
  • Village voters will determine if the Village will
give 13 acres of land adjacent to the Ice Center
in order for the Town to apply for permission to
use 3.1 acres of BOR Land at Dac Rowe Field and
0.5 acres at Hope Davey Field for new stations
and, in the future, a potential future new
    library.
  • Town voters will determine if the Town will agree
to accept the assets and liabilities used by the
Village Fire Department, which include land (0.4
acres), buildings and equipment. In other words,
will the Town agree with merging the Village Fire
Department into the Town Fire Department?

6
WEDNESDAYS VOTE
  • VILLAGE ONLY! This vote will be by Australian
Ballot and will ask the Village if they will
amend their charter removing the requirement to
operate and maintain the Village Fire Department.
  • If this measure passes, it must be approved by
    the State Legislature.

7
VILLAGE MEETINGARTICLE 1
  • Shall the Village of Waterbury convey to the
Town of Waterbury a parcel of land located on
River Road in Waterbury depicted on a site plan
dated November 2007, prepared by Charles Grenier
    Consulting Engineer, PC?

8
LAND SWAP
  • Dac Rowe and Hope Davey Fields were built with
Bureau of Outdoor Recreation (BOR) funds. In
order to use them for uses other than
recreational, we must swap land of equal or
greater value and must use it for recreational
purposes. The Town owns no land that can be used
for this swap. The Village does, as part of the
land adjacent to the Ice Center.

9
TOWN MEETINGARTICLE 1
  • Shall the Town of Waterbury accept, assume and
succeed to the right, title, and interest of all
assets and liabilities of the Village of
Waterbury dedicated to and used by the Waterbury
    Village Fire Department?

10
MERGER OF FIRE DEPARTMENTS
  • Why is merger of the Fire Departments important?
  • What are the assets and liabilities?
  • What is the cost of merger of the Fire
    Departments to the town taxpayer?

11
TO FULLY FUND A TOWN DEPARTMENT
  • After income from contracts, the estimated
increase to the town budget is less than 20,000.
This translates to about a half cent.
  • The small number is due primarily to having made
the final payment for the tower truck and
removing the Towns contribution to the Village
    from the budget.

12
  • Waterbury Village Fire Department was established
by the Village charter in 1882, celebrating their
    125th anniversary this past December.
  • Town of Waterbury Fire Department, formerly
Waterbury Center Fire Department, was established
in 1958 as a private Fire Department. It became
a municipal Fire Department in 1985.
  • Town Department was created because the response
time from the village was too long so a separate
    department was formed.
  • Since 2000 both departments train and respond to
    all calls together.

13
(No Transcript)
14
  • Responder availability during the day
  • Allows for members of both departments to respond
to all calls together increasing the chances of
    minimum staffing for required apparatus.
  • Engine crew of 5
  • Rescue crew of 2
  • Tower crew of 5
  • Tanker crew of 2
  • Increases initial response by members on all
    calls
  • Need based single alarm
  • Increases chances of proper staffing for call
  • Also gets all members from both departments in
preparation of the call being larger than first
thought or having a second call

    Considerations and Recommendations
  • 40-50 year plan
  • Maximize public safety
  • Maximize employee safety
  • Minimize response time
  • Two complete and separate stations
  • Each site located centrally in Town and Village
in accordance with weighted evaluation criteria
  • This project should be treated as a stand alone
project, as the highest community priority and
not linked to any other project
  • Initiate construction as soon as possible due to
    estimated 10-20 annual cost increase

Consultants Review of Potential Village Fire
Station Sites
It is our opinion that the most viable site for
the new fire station is Site Option Three
Dascomb Rowe Site. This site offers the most
flexibility in terms of parking, site
circulation, storm water treatment, and future
expansion. Considering the future needs of the
fire department is critical. To pursue a solution
that has limitations relative to the operations
of a modern fire department relative to the
building and site design may have repercussions
for many years.

Location on Dac Rowe Field
  • Advantages
  • Construction does not take property off grand
    list
  • Room to add police station
  • Allows sharing of parking with future library
  • Allows existing station lot to return to grand
    list
  • Allows development of existing lot to add to
    downtown
  • Existing station can be used during construction
  • Disadvantages
  • Requires fill
  • Need to replace BOR area
  • Need to replace ball field
  • Loss of green space

Future Opportunities for Existing Village Fire
Station Lot
An MOU between Trustees and Select Board outlines
the following process
  • When the new station is constructed upon another
site, the Town will hold a public process to
determine the community desires for future
development of the current station site.
  • Once the publics development wishes are defined,
the Town will consider options with public and
private developers to achieve the development and
restore the property to the Grand List.

28
Once in a lifetime opportunity to contribute to
the continued growth and vitality of the
Waterbury downtown area
  • Town controls what would be developed on the lot.
  • Lot is .4 acre (20,000 sf).
  • Zoned downtown commercial, can include
    multi-family, business and retail.
  • No set back requirements.
  • Located in designated downtown area -- funding
    requests receive a priority.
  • Parking and vehicle access could be tied in with
William Deal parking lot on Elm Street and
    Northfield Savings Bank parking lot.

29
Development Opportunities
  • Multi-level buildings with housing on second and
    third floors.
  • Housing would bring vitality to downtown.
  • Parking could be in back and potential housing
    over the parking.
  • Proceeds from sale of property could help fund
    other projects.

30
The Village Trustees and the Select Board support
this plan. We recommend that voters vote YES
on these articles in order to move forward on the
replacement of the Town and Village Fire Stations.
