1
Safety Security WithAnhydrous Ammonia
Ammonium Nitrate
  • (presenter name org.)

2
NH3 Chemical and Physical Properties
  • pungent, colorless gas
  • lighter than air
  • water 8.33 lbs/gal
  • NH3 5.13 lbs/gal
  • liquid under pressure
  • -28ºF boiling point
  • 1 gallon expands to a vapor cloud 850 gallons
    (113 ft3) in size.

3
NH3 Rescue First Aid
  • Injury from
  • Dehydration
  • Caustic burning
  • Freezing body tissue
  • Move victim to fresh air
  • Apply water to skin (gt20 min)
  • Keep patient warm quiet
  • Monitor breathing

4
What is Methamphetamine?
  • Psycho-stimulant
  • Powerful upper
  • Affects the central nervous system
  • Increases metabolism, heart rate, blood pressure
  • Increases body temperature and rate of breathing
  • Produces euphoria
  • Poor Mans Cocaine

Meth Ingredients
  • Ephedrine or Pseudoephedrine (required)
  • Anhydrous Ammonia (or Red Phosphorus)
  • Ether or Starting Fluid
  • Hydrocloric Acid
  • Drain Cleaner
  • Battery Acid
  • Lye
  • Lantern Fuel
  • Antifreeze

7
What do clandestine labs look like, and why are
they considered extremely dangerous?
  • Toxic time bombs
  • Highly flammable liquids
  • Caustics
  • Acids
  • Gases
  • Explosive

8
What to look for
Unusually large and repetitive purchases or
thefts of
  • starter fluid (ether)
  • drain cleaner (sulfuric acid)
  • lye
  • matchbooks (red phosphorus)
  • paint thinner
  • pseudoephedrine tablets
  • cold allergy medicines, like Sudafed
  • lithium batteries
  • rubbing alcohol, acetone

1 lb of meth creates 6 lbs of hazardous waste!!
9
Anhydrous Ammonia
  • 90 of meth labs use it !!
  • Thefts at farms and fertilizer dealers/outlets
  • Tanks with tampered valves and hoses
  • attempts to drill holes in tanks
  • theft of entire tanks
  • Taped coolers, propane tanks, and other
    containers nearby

10
Tampering of propane tanks
Indicators corrosion around valve tank bloated
or otherwise deformed

Preventing Anhydrous Theft
  • Outreach / Education
  • Theft deterrents
  • locks, lights, fencing, cameras etc.
  • Local law enforcement
  • Additive research at Iowa State University
  • HB 4108 / SB 877 878
  • Safety and Security Practices
  • Tank Locks and GloTell (HB)
  • Liability Tax Credits

13
Preventing Thefts (cont)
  • Keep anhydrous tanks on the farm no longer than
    necessary
  • Park nurse tanks in a well-lighted area that is
    visible from the road.
  • Ask the distributor to install locks which cover
    the valve stem.
  • Ask the distributor to use GloTell or similar
stain product with sticker on tank.

14
GloTell
  • New ammonia additive
  • Designed to deter theft and detect leaks
  • Leaves a pink stain on skin, clothing, meth,
    instruments, etc.
  • Detectable up to 7 days
  • washed off, detectable under UV light for
    24-72 hours
  • 1.5 oz per ton of ammonia

15
If You Find a Meth Lab
  • Do not handle the materials.
  • Do not confront meth lab operators.
  • Call your local law enforcement office
  • Or
  • Call the Meth Tip hotline at
  • 1-866-METH-TIP

16
Legal Requirements with a Spill of Anhydrous
Ammonia gt 19 gal
  • MUST CALL IMMEDIATELY !!!!
  • County Emergency Management Coordinator 911
  • DEQ Pollution Emergency Alert System
  • (800) 292-4706
  • EPA National Response Center
  • (800) 424-8802
  • Fines levied if not reported immediately

17
Ammonium Nitrate (AN) Security
18
What is Ammonium Nitrate?
  • Odorless, colorless or while crystal salt
  • Produced by the reaction of ammonia and nitric
    acid.
  • Strong oxidizing agent
  • Agricultural grade
  • Nitrogen fertilizer (33 - 34)
  • quickly available to plants
  • primarily used - West Michigan
  • fruit trees, veg crops, no till fields
  • Explosive grade
  • finer granules than ag grade
  • treat titanium ore and make mining explosives

AN Security Concerns
  • Criminal Misuse
  • associated with at least four terrorist attacks
    over the last 10 years
  • Oklahoma City Bombing
  • Murrah Federal Building
  • Highly reactive product
  • Sensitive to heat
  • Keep away from combustible and organic material,
    metals.

21
Whats being done?
  • Americas Security Begins with You campaign
  • Federal legislation
  • 2 bills introduced in U.S. Congress
  • State legislation
  • In 7 states, including Michigan

least two years and make them available to MDA
upon request. Records are exempt from disclosure
    under FOIA.
  • Allows retailers the authority to refuse to sell
    AN fertilizer under suspicious circumstances.

23

  • Quantity purchased
  • Purchasers drivers license number
  • Purchasers name, address, and phone number.
  • The agency relationship, if any, between the
