3 4AnGR and PGR for food and agriculture
- Are results of human intervention
- Co-evolve with economies, cultures, knowledge
systems and societies - Contribute to food security and rural development
- Provide ecosystem functions
- Management is a complex task
- Countries are interdependent
- Are underutilized and underconserved
5Farmers co-manage PGR and AnGR
6Threats to AnGR and PGR diversity
- Population pressure leading to habitat
destruction - Globalization, intensification and mechanization
- Changing cultural practices, erosion of customary
institutions and social relations - Loss of access to resources, overgrazing,
resource degradation

10SoW-AnGR preparation
- 156 countries received technical and/or financial
support from FAO in partnership with the World
Association for Animal Production (WAAP) - 396 persons from 178 countries trained in 15
sub-regional workshops in country reporting - 20 sub-regional follow-up workshops were
organized involving more than 150 countries for
identification of national and regional priorities
11- The International Technical Conference on
Animal Genetic Resources for Food and Agriculture
12(No Transcript)
13- The State of the WorldsAnimal Genetic
Resources for Food and Agriculture
14The State of the Worlds AnGR
15Status of AnGR
- Breed diversity the global picture
7 616 breeds reported, of which 690 are extinct
16Local breeds by country regional risk status
17Risk status - the global picture
20 at risk 30 unknown
18The state of capacities
- In most developing countries there is a lack of
- capacities and basic institutions for
characterization, inventory monitoring,
breeding conservation - development policies legal structures
- structures for national, regional international
cooperation - interest in NARS and national Non-Governmental
Organizations - interest in international donor community
19Reasons for the lack in capacities
- Relevance of AnGR to food security not recognized
- More pressing development goals poverty
alleviation and meeting the demand for products
of animal origin - Missing technical guidelines for sustainable use
of AnGR and in vivo in situ conservation - Lack of human capacities in livestock production
and AnGR management
20- The Interlaken Declaration on Animal Genetic
Resources
21Interlaken Declaration
- AnGR critical to food security and sustainable
livelihoods - maintain and use the full diversity of animal
genetic resources to meet production challenges - facilitate access to these resources, and ensure
the fair and equitable sharing of the benefits
arising from their use - contribution of local and indigenous communities
- gaps in capacities to manage animal genetic
resources - new and additional resources, and long-term
support for national and international AnGR
programmes
22- The Global Plan of Action for Animal Genetic
Resources
23Rationale
- The Global Plan of Action for Animal Genetic
Resources provides a framework, agreed by the
international community, - to support and increase the overall effectiveness
of national, regional and global efforts for the
sustainable use, development and conservation of
animal genetic resources, - to facilitate mobilization of resources,
including adequate financial resources,
development of institutions, human resources and
cooperative frameworks.
24Strategic Priorities for Action
- The 23 Strategic Priorities for Action
provide the agenda for action for the Global Plan
of Action for Animal Genetic Resources. - They contain four Priority Areas
- Characterization, Inventory and Monitoring of
Trends and associated Risks (2 SP) - Sustainable Use and Development (4 SP)
- Conservation (5 SP)
- Policies, Institutions and Capacity Building (13
SP)
25Implementation and Financing of the GPA
- National, regional and global levels
- Role of international organizations
- Involvement of stakeholders
- International cooperation
- Interaction with donor community
- Monitoring of progress and reporting
- Further guidance by the CGRFA within its
Multi-Year Programme of Work
26- Implementation of the Global Plan of Action
27Implementation Awareness raising
- SP 18 Raise national awareness of the roles and
values of animal genetic resources - SP 19 Raise regional and international awareness
of the roles and values of animal genetic
resources - SP 15 Establish or strengthen international
information sharing, research and education
28Implementation Institutional technical support
- SP 12 Establish or strengthen national
institutions, including national focal points,
for planning and implementing animal genetic
resources measures, for livestock sector
development - SP 17 Establish Regional Focal Points and
strengthen international networks - SP 14 Strengthen national human capacity for
characterization, inventory, and monitoring of
trends and associated risks, for sustainable use
and development, and for conservation - SP 15 Establish or strengthen international
information sharing, research and education - Sp 1/5 10/1 16/6 management of transboundary
breeds -
29Implementation Research and capacity building
- SP 13 Establish or strengthen national
educational and research facilities - SP 16 Strengthen international cooperation to
build capacities in developing countries and
countries with economies in transition, for - characterization, inventory, and monitoring of
trends and associated risks - sustainable use and development and
- conservation of animal genetic resources
- SP 11 Develop approaches and technical standards
for conservation - SP 2/24 Develop methods for characterization,
breed evaluation, comparison - SP 20 Review and develop national policies and
legal frameworks for animal genetic resources
30Implementation Policy development
- SP 3 Establish and strengthen national
sustainable use policies - SP 20 Review and develop national policies and
legal frameworks for animal genetic resources - SP 21 Review and develop international policies
and regulatory frameworks relevant to animal
genetic resources - SP 22 Coordinate the Commissions efforts on
animal genetic resources policy with other
international forums - SP 11/4 review impact of zoosanitary standards on
conservation

- SP 23 Strengthen efforts to mobilize resources,
including financial resources, for the
conservation, sustainable use and development of
animal genetic resources - Implementation and Financing of the GPA
