Title: Video Surveillance and License Plate Recognition

1
Video Surveillance and License Plate Recognition
  • New Technology and New Applications

2
Agenda
  • Overview
  • Video Surveillance
  • History
  • New Technology
  • IP Video
  • Camera Technology
  • Integration with Gunshot Detection
  • License Plate Recognition
  • Moving beyond traditional applications

3
Overview
  • Video Surveillance is not new
  • New enabling technology is changing how and where
    it is used
  • License Plate Recognition is newer but relies on
    the same underlying technology
  • The two technologies can be effective tools in
    crime prevention and investigation.

3
4
Video has played a key role in many famous
criminal investigations
5
History of Video Surveillance
  • Video Surveillance has been around for many
years. It was often referred to as CCTV.
  • Early systems were typically black white (BW)
and used point to point coaxial cables to each
    camera.
  • Some (not all) included recording devices
  • Resolution was typically poor and quality of
recordings was even worse as media was used over
    and over.

5
6
Older Video Systems
7
New Systems Are More Advanced
  • Analog has been replaced by digital
  • Color has replaced BW
  • Cameras can include night vision
  • Camera resolution is much higher
  • IP Transport has replaced coax cable
  • IP over network class cabling and wireless
  • VHS recording systems have been replaced by DVD
    and DVR systems

7
8
New Video Technology
9
Video in Criminal Justice
  • There is heavy use of video technology in
    criminal justice
  • Video Arraignment has been very successful in
    reducing Jail transportation costs
  • Video Visitation has reduced the introduction of
contraband during jail and prison visitation

10
Innovations in Video
  • Video is going mobile
  • Both cameras and viewing technology are going
    mobile
  • Seal Beach PD did a system to display bank
    cameras in patrol vehicles

10
11
Integration with Gunshot Detection
  • The integration of Video Surveillance with
Gunshot Detection has proven successful in high
    crime areas

12
Video Analytics
  • Systems are being developed that will allow video
surveillance systems to proactively look for
    items of interest

12
13
Outcomes
  • Calls for service have been reduced by 42 in
    areas with heavy video presence
  • Narcotics offenses have been reduced by 76
  • Serious criminal acts down 17
  • Misc criminal acts down 46

14
The Future
  • Camera systems are proliferating across the
    country and the world
  • The are very effective for criminal
    investigations
  • However, for them to be used to proactively
prevent crime, new technologies must be used
  • There are not enough eyes to watch all the
    cameras
  • The technology must do the watching

15
License Plate Recognition
  • License Plate Recognition is the marriage of
video imaging and digital pattern recognition
  • LPR is used in many applications
  • Access control
  • Parking, Traffic, and Toll Enforcement
  • Asset Protection
  • Cameras can be fixed or mobile

15
16
Typical Public Safety Applications
  • Toll Lane Enforcement
  • Speed Enforcement
  • Red Light Enforcement

16
17
New Directions for LPR
  • Like Video Surveillance, LPR is going mobile
  • Situational Awareness
  • Area Surveillance
  • Systems that can quickly inventory a parking
    lot or other parking area
  • Mobile Vehicle Identification
  • Checking vehicles in the field of view of a
patrol vehicle and checking against a hot sheet

18
Mobile LPR is already proving itself
  • San Jose PD used the technology to quickly locate
a stolen car used in the abduction of a 12 year
    old.
  • CHP has also had enormous success

19
Mobile LPR
20
Wrap Up
  • Video Surveillance and License Plate Recognition
    technologies are evolving rapidly
  • Both are effective tools for both crime
    prevention and criminal investigation
