• Ohio against Postage Stamp
• Costs should be recovered from those who benefit
• Just and reasonable standard
• Should use a load flow based allocation
• 17 Ohio load share is disproportionate allocation

• Proposal does limit system-wide allocation to 345
  kV and above
• We support this concept as it better reflects
  bulk system and its benefits

Sub Region-Wide Component

• Applies to the remaining 80 of the project costs
• MISO separated into three equal sub-region load
  zones East, Central, West
• More likely that a sub-region can reap some
  benefits
• We support this component and propose all project
  be allocated on this basis

Organization of Midwest ISO States (OMS) Comments

• Ohio was involved in drafting the OMS comments
• Ohio abstained from recommending OMS comments
• Agree with most points in the OMS document
• Ohio will file independently - We oppose the 20
  postage stamp that MISO states have compromised
  on
