APMC Act Amendments

• APMC Act already partially amended in 2003 2004
• New APMC Bill introduced in the Assembly Session
• Bill referred to the Select Committee
• Likely to be passed in the coming winter session
• Pending passage, assistance to states for market
  reforms requested.
• GOI could rope in national players in direct
  marketing/ contract farming / private markets.

National Horticulture Mission

• State Horticulture Mission Agency established
• Proposal for Rs. 160 cr. approved from GoI
• Implementation need to be allowed in all
  districts

• Proportionate subsidy for individual as well as
  community for creation of water resource of
  varying capacity
• Certain cost norms need to be revised upwards.

• Pioneer state to take up Horticulture plantation

• A massive programme for in-situ water
  conservation to be promoted
• Quality instead of certified seed to be assisted
  under seed village programme
• ToF in ISOPOM needs to be included
• Crop wise design of FFS ToF to be developed
• New seed Act still awaited
• Support for strengthening of quality control
  infrastructure needed

• Organic farming standards for domestic
  certification needed.
• Coverage of organic inputs under FCO desired
• Scientific validation of ITK through ICAR needed

• GOI initiative to bring in Private Players to be
  intensified
