Title: Stimulating Supply and Demand for Recycling, the UKs experience
1Stimulating Supply and Demand for Recycling, the
UKs experience
- Regional and International Recycling Industry
Trends and Perspectives - 22 May 2009
- Marcus Gover, WRAP
- Director of Market Development
2An introduction to WRAP
- Waste Resources Action Programme
- Established by the UK Government in 2000.
- WRAP helps individuals, businesses and local
authorities to reduce waste and recycle more,
making better use of resources and helping to
tackle climate change
32008-2011 Business Plan
- Target 1
- 8 million tonnes less waste to landfill
- Target 2
- 5 million tonnes of CO2 emissions saved
- Target 3
- 1.1 billion of economic benefits
4Behavioural Change
- Each of our three targets is underpinned by
behavioural change - We will influence behaviour towards resource
efficiency by targeting businesses and the public
alike

12Construction Commitment
We commit to play our part in halving the amount
of construction, demolition and excavation waste
going to landfill by 2012. We will work to adopt
and implement standards for good practice in
reducing waste, recycling more, and increasing
our use of recycled and recovered materials.
- We will
- Embed a specific target within our corporate
policies and processes - Set corresponding requirements in procurement
- Measure performance relative to a baseline
- Report annually on performance

15Waste Collections
- Logistic options to enable efficient collection
of construction waste - Collection containers, mobile processing options,
take back schemes - Site trials of collection systems
- Best practise guidance on waste collections
16Material Recovery Facilities
- MRF Operations
- Methods and technologies to improve the
segregation process at MRFs - Development trials to identify emerging
technologies - Best practise guidance on segregation and
processing - MRF Infrastructure
- Capital Grant Support for additional processing
capacity - Capital Grant Support for increasing efficiency
- eQuip Residual Lease Guarantee Scheme

21Creating Demand
- Setting requirements for recycled content
- Many mainstream products already include recycled
content - Range of products offer above-average recycled
content at no extra cost Quick Wins - Potential for diversion from landfill is
substantial
22Creating Demand 2012 Olympics
- Setting materials requirements for a sustainable
London Olympics - 20 recycled content by value
- 25 recycled aggregates (by weight) to be used
- 90 demolition materials to be reused or recycled
23Quality Protocols
- Define end of waste criteria
- Point at which waste is recovered
- No longer regulated as waste
- Reduces cost of producing recycled materials
- Expands market for recycled materials
Materials deregulated to date in UK Aggregates,
Compost, Flat Glass, Non-Packaging Plastics, Tyre
derived Rubber, Used Cooking Oil

25Packaging
26Why tackle packaging?
- 6 Mt/y in household waste stream
- Consumers want less packaging
- Political and media interest
- Significant carbon savings achieved through
recycling plastics - Less waste to landfill

30Courtauld Commitment
- The signatories commit to supporting WRAP in the
achievement of its objectives, as follows - To design out packaging waste growth by 2008
- To deliver absolute reductions in packaging waste
by 2010 - To identify ways to tackle the problem of food
waste - Signatories represent over 90 of the UK grocery
market
