  • By developing a new kind of partnership based on
    new relationships between services and new ways
    of engaging children, young people, parents and
    local communities.
  • By shifting focus from improving services to
    improving outcomes for children.

    needy families and vulnerable children with a
    focus on prevention and managing risk rather than
    responding to crisis.
