Project Budgets and Costs

Project Funding

• NCMS/CTMA projects are funded with a mix of
  industry and government funds.
• For every 1 of CTMA funding the project team
• will need to contribute/cost share a minimum
  of
• 2 of funding.
• Cost Sharing or In-Kind are the portion of the
  project costs contributed by Industry to the
  project.

Criteria for Cost Sharing

• To use costs as match against the CTMA funds
• they must be
• Necessary and reasonable for the accomplishment
  of the project objectives
• Verifiable from the companys records
• Allowable under the applicable cost principles
  (OMB Circulars A-110 and A-122)
• Not funded by the federal government under
  another award
• Not previously used as contributions for any
  other federally assisted project or program

Developing the Project Budget

• After the project plan and statement of work have
  been developed. NCMS works with the project team
  to develop the project budget.
• Each participating company and any subcontractors
  will develop their budget based upon their
  companys statement of work.

• The project costs of each participating company
  will vary depending on each companys level of
  participation and work to be performed.
• The distribution of government funding to
  companies will vary depending on the level of
  funding available from each companys internal
  RD budget.

Project Costs

• Typical project expenses include
• Personnel costs of staff who will work directly
  on the project, rates will be reviewed by NCMS
  for reasonableness
• Associated overheads and indirect costs i.e.
  fringe benefits, GA, RD overhead, material
  overhead, etc.
• Federally approved rates are not required if not
  currently available
• Travel costs to project meetings and visits to
  other team member sites to share technology and
  information

Project Costs

• Materials, supplies, and tooling costs for
  individual items valued greater than 5,000,
  title will be held by NCMS. This applies to
  costs funded with government dollars and those
  contributed as cost share.
• Equipment costs greater than 5,000 title will
  be held by NCMS, again this applies to costs
  funded by either the government or industry.
• We recommend that companies wishing to retain
  title to equipment and tooling develop a usage
  rate to be charged to the project
• Subcontracted costs contracts may be issued by
  NCMS or participating companies for services not
  available from the project participants.
  Contributions may be accepted from subcontractors
  as cost sharing.

Project Budgets

• Background Technology - some projects may require
  previously developed (background) technology.
  The use of background technology is allowed on
  our CTMA award as cost sharing but can not be
  paid by federal funds, subject to the following
  conditions

• Must be necessary and reasonable for
  accomplishment of the project
• Must be approved in advance of the project
  (included in the concept paper to the Government)
• Must have a method of valuation which can be
  verified
• Was not funded by another Federal award or used
  as match on another Federal award

• Develop the overall project budget ensuring that
  cost sharing requirement is met
• Ensure that companies understand and comply with
  federal guidelines
• Incorporate summary project budget into the
  concept paper submitted for approval.
