Ladies and Gentlemen,Let me take the pleasure
of welcoming you today to the 3rd Information
Technology Governance Assurance Forum (ITGAF)
Conference. ITGAF is an initiative founded by the
Financial Audit Department in 2006 to reiterate
the commitment to assure Information Technology
Governance. ITGAF has been founded as a
not-for-profit-professional initiative for
enhancing the IT Governance practices primarily
wherever Government of Dubai has a stake.

• The mission of ITGAF is to provide support to
  board
• and executive managements of Government community
  
• on the direction, successful usage and governance
  of
• information technology towards achieving the
• organizational goals.

• On this occasion, I would like to draw your
  attention to
• the economic situation around the world that has
  been
• caused by the financial crisis which has resulted
  into
• negative implications for organizations, both in
  public
• sector and in private sector. We are currently
  witnessing
• the depreciation in value of several stock
  exchanges,
• some companies have either ceased or slowed their
  
• activities and some have begun to lay-off their
  staff.
• Few days ago, it was even announced that the
  Euro-
• zone has officially entered into recession. One
  of the
• main causes of the current financial meltdown has
  been
• attributed to numerous factors such as the
  failure to
• implement good governance across the
  organization.

Ladies and Gentlemen,The role of Governance has
become clear for the Departments, Authorities,
Establishments and Companies to successfully
achieve their goals. This is accomplished through
a set of standards and controls and procedures
that achieve institutional discipline in the
administration and emphasizes transparency in the
work and in accordance with best practices, by
defining the responsibilities and duties of
members of boards of directors and departments
executive in their respective areas and functions.

Nowadays, it is more evident than ever that the
quality of governance in any enterprise depends
mainly on the quality of governance of
information technology. Good governance in
information technology is essential to the
delivery of services, and to maintain the
security of information and protection of
privacy, and face the economic and social changes
locally and globally. It provides a framework and
structure that achieve the link between
information technology resources, and the same
information and the goals established in their
strategic plans. It also establishes the
application of best practices in planning,
requirements, implementation, performance
monitoring, and achieve goals.

Based on what have been mentioned, came the
initiative of the Financial Audit Department for
the establishment o this annual conference to be
a forum for all participants to share experiences
and to be acquainted with the developments in the
area of information technology governance, as
well as to encourage participants to adopt and
apply leading governance practices of information
technology in government departments, bodies and
institutions and companies. Since 2006, we have
been organizing an Annual conferences and
workshops focused on achieving the stated mission
of ITGAF.

The last two Conference Forums dealt with the
adoption and implementing IT Governance.
Therefore, in order to advance to a step further,
the Conference in this year is themed
              Sustaining IT Governance Culture

Ladies and Gentlemen I invite you to obtain
maximum value out of this subject from the
experience and expertise of the distinguished
Conference speakers who will be involved in
presenting to us the significance of Sustaining
IT Governance Culture. Their inputs will be
supplemented by additional experts during the
panel discussion session.

We, at the Financial Audit Department reiterate
to continue to support and sponsor this
initiative annually to achieve the forum's
objectives, and continue to exchange experiences
on the best practices on governance and risk
management.

For this purpose the IT Process Maturity Award
has been established that is presented by ITGAF
for excellent IT departments in government
circles that apply standards of operations that
are consistent with the rules of governance of
information technology. In this year and onwards,
for the first time, we have initiated two
separate awards one for the outstanding local
government department and similarly the other for
the commercial sector.

In conclusion I hope that this initiative and
its objectives will yield value in disseminating
knowledge and deepen the concept of governance in
order to achieve optimum performance for the
public interest.I reiterate my thanks for your
