Title: Working with Competence

1
  • Working with Competence
  • A Practical Approach to Education and Training in
    the Workplace.

2
  • Colac ACEs aims are to meet the needs of
  • the learner whilst integrating organizational
  • support for learning into the workplace
  • structures and processes.

3
  • Prior to the implementation of the
  • Community Services Training Package
  • (CSTP), providers in the disabilities services
  • sector had developed a range of
  • approaches to meet their staff training
  • needs. These were generally not accredited,
  • did not link to competencies and did not
  • articulate to recognized credentials.

4
  • The Service Innovation Alliance (now the South
  • West Disability Training Network), a network of
  • disability agencies, was created in the South
  • West of Victoria, to look at ways to implement
    cost
  • effective and flexible training for staff. Colac
    ACE,
  • as a member of the alliance and an RTO, had first
  • hand knowledge of the issues confronting
  • organizations and their staff.

5
  • The significant issues for organizations
  • included
  • The need for training of existing and new
  • workers, in order to address perceived skill
  • shortages
  • The development of flexible models of training,
  • including customization of training, to meet the
  • specific needs of workers
  • The wide range of skills and experience of
  • workers and the need for a mechanism by which
    these
  • could be formally recognized.

6
  • The Training Package provided Colac ACE
  • with the framework to assess the
  • competency of people within the workplace,
  • ascertain the need for training and design
  • customized training for the organization.

7
  • The process at its core is concerned with the
  • establishment of a learning culture within an
  • organization that encourages the
  • multi skilling of its staff.

8
  • The methodology adopted provides learning
  • opportunities for each individual and each
  • workplace around usual work tasks. In
  • addition, reflection on workplace practice
  • and the legal, historical and social
  • environment is achieved through a combination of
    action learning workshops
  • conducted on site where possible.

9
  • For participating services, education and
training has become part of the workplace
  • operation, making visible the competencies
  • that staff had developed through their
  • work.

10
  • A
  • Practical Application

11
  • This approach requires a shift in the paradigm of
training for both the facilitator and the trainee.
