Survey Results

• LED Strategy IDP
• LED - IDP link still seems to be weak.
• 4 Municipalities have both IDP LED Section LED
  Strategy
• 12 have only the one or the other
• Most (20) have formal objectives for LED but 16
  responded that they will not meet these targets
• Institutionalization
• The role of government in LED is generally well
  understood but specifically, only a minority
  understands LED as a cross cutting issue
  involving all municipal operations
• A minority does not have any LED activities, most
  have at least one of the DPLG LED Framework
  pillars
• Several municipalities responded that they do not
  have a way for the public or civil organisations
  to propose or partner on LED projects
• 7 Municipalities do not have a LED unit at all
• External Support
• Most municipalities use experts, but less than
  half draw in the private sector or other partners
  in their LED processes.

• Participation
• The LED process of less than half of the
  localities can be characterized as participatory.
  
• Almost 25 have no participation or proper
  discussions regarding LED with external
  stakeholders.
• Competitiveness Orientation
• Less than half of the localities pursue an LED
  process thats oriented towards competitiveness.
• Only 11 municipalities could identify fastest
  growing or declining sectors.
• Budget
• 14 of the respondents have a dedicated LED
  budget, of which only 9 will spend more than 75
  of their budget
• 9 municipalities do not have any joint projects
  with other provincial or national programmes

Amathole Regional Economic Development Strategy

• Supported concept design and supported the
  strategy development process
• AEDA opted for a long term strategy 2014
• The methods promoted by GTZ were used in the
  process (Genesis, Scenario Development, Compass
  and others)
• Strategy was approved by the district and
  implementation has commenced.
• Embedded in the strategy is the development of
  four corridors
• A Small Town regeneration event was held in Ellis
  to start the corridor development process.

Local Red Tape Reduction

• A (open source) product initiated by the dplg and
  GTZ SLGP as a contribution to the objectives of
  ASGISA
• Local Red Tape Reduction means an ongoing,
  participatory process where the public and the
  private sector jointly work towards the reduction
  of Red Tape in service delivery
• Red Tape is a rule, regulation, procedure or
  process which are no longer effective in
  achieving the policy goal and have undesired
  social outcomes

LED Practitioners Network

• GTZ, IDC, EU LED Programmes and others are
  supporting the growth and roll-out of the LED
  Practitioners Network
• Objective is to connect different LED
  practitioners and to focus on the practice of LED
• 200 members
• 50-50 private and public members
• Establish provincial chapters to organise and
  support provincial and regional events
