Learner Achievements (QALA)
2Introduction
- The ETQA regulations (no R 1127) under the SAQA
Act,(Act no 58 of 1995) states that an ETQA
shall - Promote quality amongst constituent
providers, - Monitor provision by constituent providers,
- Evaluate assessment and facilitation of
moderation among constituent providers, - Take responsibility for certification of
constituent learners

4The QALA Process Flow Diagram
- Provisional Accreditation Status is awarded to
the Training Provider. - SETQAA sends the Provider the MIS disc and the
Corporate Identity disc. Training Provider
enrolls learners to SETQAA via the disc prior to
commencing with Training/Assessment intervention.
SETQAA gives permission to Provider to commence
with Training/Assessments. Provider uploads
achievements and Submits internal moderation
reports for standards assessed and moderated.
SETQAA logs the LA and acknowledges receipt
thereof. Additional information is Requested by
SETQAA where applicable and feedback on the
internal moderation reports is provided.
SETQAA conducts Monitoring, External
Moderation. FSA is conducted by SETQAA for
qualifications pegged at NQF level 4 and above.
SETQAA conducts Verification.
SETQAA issues certificates of competence for
learners who have been deemed Competent against
the full qualification. Training Provider issues
certificates at unit standard level for learners
who have achieved Certain unit standards within
the qualification and not the whole.
5Clarification on the Monitoring Evaluation of
Accredited Providers
- Purpose
- A means of checking the provision of Education
and Training against the - Providers QMS as approved by SETQAA during
accreditation and to track whether the progress
is taking place as per the reports submitted to
SETQAA. - Key Areas to be checked
- Check whether the Provider is uploading learner
achievements to SETQAA - Check the whether Assessors and Moderators are
registered - Training Delivery, assessment and internal
moderation methodologies - On-site and Off-site Components
- Learning programmes delivered by the provider
falling outside the scope - of SETQAA must be accredited through the
MoU Intervention - Identifying non-compliances
- Provider guidance and support to Providers on
areas identified pertaining to the delivery of
learning
6Clarification on the External Moderation Exercise
- Purpose
- To check that the systems required to support the
provision of learning across Providers are
appropriate and working efficiently. - To provide advice and guidance to providers
- Checking credibility of assessment methods and
instruments - Checking internal moderation systems and
- Validation of Assessors decision
- Key areas
- Establish as to whether there is an assessment
strategy, guide for the learners and assessors,
assessment instruments, assessment policies and
procedures as a framework for Providers
practice. - Check the compliance and the relevance of the
above mentioned documentation in line with SETQAA
requirements. - Ensuring that staff involved in assessment and
moderation within the institution are
appropriately qualified and experienced. - Checking the credibility of assessment
instruments, assessment design and methodology,
assessment records, assessment decisions,
internal moderation methods and system,
reporting, review process and feedback
mechanisms. - Ensuring that assessments are conducted in a
manner that is fair, valid, reliable and
practical - Evaluating assessment design, processes, outcomes
- including documenting proof of individual
learners competence status. - Identifying the need to redesign assessments,
assessment tools/instruments where applicable - Providing advice and guidance to providers,
assessors and internal moderators within their
field. - Providing feedback to SSETA on moderation
practices and advising on necessary changes to
assessment, moderation and qualification policies
and procedures. Moderator
7External Moderation Continued
- Criteria for selection of Moderators
- SETQAA has delegated the responsibility of
appointment of External Moderators to
Certification Partners . In Industries where
Certification Partners have not been appointed
yet, SETQAA will appoint independent External
Moderators to fulfill the External Moderation
role. - The Moderator must
- Be registered as Constituent Moderator with
SETQAA - - Generic Registration with the ETDP SETA
- - Technical Expertise
- Be in the same region as the Training Provider
that needs to be moderated. - Ensure that their quotation is in line with
SETQAAs rack rates. -
- Be available immediately for conducting the
activity - Not have a Conflict of Interest with the Training
Provider concerned. - Note that the External Moderator can uphold or
reject the assessors decision regarding the
learners Competence.
8Training Providers Role
- FOR LEARNERSHIPS
- All SETQAA accredited providers are required to
comply with the SETQAA processes of the - QALA.
- Provisional or Full Accreditation must have been
awarded for the learning programme used in the
Learnership. - Enroll learners via the MIS disc prior to
commencing with Training and Assessments - Assessors used must have Constituent registration
with SETQAA. - Moderators used must have Constituent
registration with SETQAA. - Formative/summative assessments and Internal
Moderation must be conducted. - Learner achievements from the Formative/Summative
assessment conducted must be reported to SETQAA
via the MIS disc on stipulated timeframes. - Internal Moderation reports must be submitted to
SETQAA (Month 3,6,9 and 11) in a Learnership
context and at the end of skills programme for
skills programmes/unit standard.
9Training Providers Role Continued
- For Skills Programmes
- Provisional or Full Accreditation must have been
awarded for the learning programme used. - Learner enrolments must be submitted to SETQAA
prior to commencing with Training and
assessments. - Only SETQAA Registered Constituent Assessors may
be used to conduct assessments. - Assessment tools, guides, plans etc must be
moderated by an Internal moderator prior to use. - Only SETQAA Registered Constituent Moderators may
be used to conduct Internal Moderation. - The Provider is required to submit learner
achievements through the MIS Disc of the SETQAA
Excel Spreadsheet. - Provider must submit a comprehensive internal
moderation report to SETQAA - The Provider may only issue Certificates of
Competence, on U/S Level once SETQAA has provided
the go ahead.

- For Learnerships
- Provide the MIS disc on which to upload learner
achievements - Acknowledge receipt of enrolments and provide
feedback to Provider/RPL and Assessment Center to
commence with Training/Assessments - Provide guideline documentation on Internal
Moderation - Monitor the uploading of learner achievements
- Evaluate and quality assure internal moderation
reports submitted by Providers and provide
feedback - Conduct monitoring and evaluation visits
- Conduct external moderation
- Conduct FSA for qualifications pegged at NQF
level 4 and above. - Conduct quality assurance of Final Summative
Assessments

- For Skills Programmes
- Provide the MIS disc on which to upload
enrollments and learner achievements. - Provide guideline documentation on Internal

Standard Level subsequent to confirming the
