- Understood that they are absolutely critical for
the final interoperability of European SDI.

- Initial operating capability
- The ability of a Network Service to provide full
functionality without guaranteeing quality of
service in conformity with the rules set out in
Annex I to this Regulation or access to the
service  for all users through the INSPIRE
geo-portal. - Led by JRC and includes representatives from all
member states.

- Discovery service CS-W 2.0.2 ISO AP.
- View service WMS 1.3.0 (ISO 19128).
- Download service possibility to download
pre-generated files, and, where practicable, WFS
1.2 (ISO 19142). - Transformation service WPS with profiles for
different types of transformation. CT
transformation profile is already recommended.

of INSPIRE network services and National Geoportal
- First phase of INSPIRE implementation in Poland
- Metadata has been prepared, nearly 120000
metadata records are now available in the
National Metadata Catalogue and also via a
discovery service. - Several view services have been established, for
example for cadastral parcels, buildings or ortho
images. - National Geoportal has been created with the
initial capabilities of viewing the maps and
discovering the metadata catalogue.

- It is absolutely crucial to define the meaning of
the dataset series, dataset and their relation to
the network services for various types of data.
This influences the metadata creation, metadata
discovery and also the topology of network
services. - It is very hard to prepare the metadata discovery
in a way, that regular web users understand it.
CS-W interface may not be powerful enough for
this, although it is enough to fulfil the
requirements of metadata professionals. - The creation of large amount of metadata records
is demanding, the whole metadata production
line have been created for Polish National
resources to catalogue them. - Although it is relatively easy to establish a
simple view service, the real INSPIRE view
service with some monitoring features inside,
right performance and really interoperable, is a
challenge.
11Polish experience - conclusions
- Regular WMS interface is not enough to provide a
good cooperation between Geoportal and view
services on national level. In order to achieve
better scalability, correct network bandwidth
usage and also proper availability of 99,
besides proper hardware, the tiling version of
view service, with a cache of tiles behind the
scenes, seems to be a must. - It takes a lot of time (months) to generate the
tiles for different scales and for the whole
country. - The topology of network services, especially when
the resources are distributed in a country, has
to be carefully designed. - Gazetteer services, although not mandatory at
this moment, are a great help for
non-professional users of Geoportal. - The impact on the processes in the organization
responsible for the implementation and
maintenance of the network services and Geoportal
is significant.
