Changes Since v-02

• new section implementation guidance on the
  matching algorithm
• Removed "UA Routing" case. GRUU provides a
  better alternative.
• Now reference message feature as sip.message
  due to oversight in rfc3840
• Fixed a couple of small errors
• Added some additional explanations
• Removed editorial notes
• Updated references, etc.

Next Steps

• The simplified algorithm requires careful
  scrutiny. (Preferably by those who will
  implement.) Volunteers?
• Then should be ready for WGLC
