  1. Unveiled by President George W. Bush and Prime
    Minister Dr. Manmohan Singh in 2005 to promote
    Public Private Partnership between the US and
    India.

  • 2. Partnership designed to facilitate technology
    transfer, bolster Agriculture research extension
    and education and strengthen trade and regulatory
    capacity building.

  • There were two initiatives agreed upon by the two
    leaders, one in Agriculture and the other in
    nuclear energy. The President pledged 8m per
    year for five years. There are several things
    included in this pledge
  • Borlong Fellows
  • Cochran
  • Ongoing USAID Project
  • Other sources as of FAS funding

  • 4. USDA/FAS provided leadership for
  • the US activities while the Indian council for
    Agriculture Research (ICAR) provided leadership
    for India. Joint Advisory Committee was
    appointed. The US members included USDA, East
    Grant Universities and Private Sector
    Representatives. Meetings are twice per year,
    rotating locations.

  • At the first meeting of the committee
  • we agreed on process for working together and
    identity priorities. At the second meeting we
    agreed on 4 priorities.

  • (b.) Capacity Building
  • (c.) Food Safety
  • (d.) Biotechnology

  • 6. In June of 2006 NASULGC received 800,000 from
    FAS to solicit proposal for projects in Water
    Management and Capacity Building. Our
    solicitation resulted on 27 Consortium and
    individual University proposals. Nine proposals
    were funded.

    Areas of Agriculture Development Experiences

    Land-Grant Universities in the United States-

    Management of Insect-Borne Viral Diseases in
    Indian Vegetable Production- The Pennsylvania
    State University, Washington State University.
  • Capacity Building for Risk Analysis and Modeling
    to Promote Trade- Tuskegee University.

  • 10. The projects implementation
  • date was September 1, 2006. Most are in
    progress two are still working with their
    partner Universities in India to secure ICAR
    funding.

  • 11. Next Steps
  • Obtain additional resources through FAS and
    CSREES. Pursue other partnership activities.

  • 12. Opportunities
  • Need to build technology capacity at some
    Universities.
  • There are requests for Dual/Joint degrees. Some
    could be facilitated through on line learning.
  • Extension education and information dissemination
    for rural communities are still major concerns.
