PQA Governance
  • PQA is a self-sustaining, membership-based
    quality alliance
  • Modeled, for the most part, after other
    healthcare alliances (AQA, et al.)
  • PQA has no by-laws
  • PQA governed by Steering Committee of
  • 16 individuals

  • Broad base of stakeholders, the individual holds
    the appointment, not the organization.
  • Comprised of practitioner-based pharmacy groups
  • (APhA, AMCP, NCPA, NASPA)
  • Comprised of healthcare trade organizations
    (NACDS, AHIP)
  • Comprised of consumer organization (NCL)
  • Government agencies (AHRQ, CMS)
  • Employers (Pitney Bowes)
  • Professional Organizations (NASMD)
  • LTC providers (PharmaCare of Cumberland)
  • Pharma member (GlaxoSmithKline)
  • Generic member (TEVA USA)
  • PBM (Express Scripts)
  • Other (Dr. Mark McClellan, AEI-Brookings Joint
    Center)

PQA has two primary working groups
  • Quality Metrics Workgroup
  • Subcommittee on LTC
  • Eight different cluster groups
  • Reporting Workgroup
  • NEW Data Aggregation Workgroup (to be formed
    following this meeting, co-chairs are in the
    process of being identified)

The Process to date
  • Quality Metrics Workgroup
  • The full membership of this group convened 11
    times in the past 6 months
  • Nine Cluster Groups, (now condensed down to 8)
  • Each Cluster Group met at a minimum of 3 times,
    and a maximum for some groups of 6-7 timesfor a
    total number of Cluster Group meetings that
    exceeded 30 Cluster Group Conference calls from
    end of August through November.
  • Subcommittee on LTC
  • Met four times, and was formed about two months
    after the Quality Metrics group began its work.
  • Total of 45 teleconferences in over 6 months!
  • 190 individuals have self-selected to be a part
    of the Quality Metrics Workgroup
  • Average number of participants QM call is about
    75 participants.

The Process in the Reporting Workgroup
  • The Reporting Workgroup has had 7 conference
    calls to date
  • The Reporting Workgroup is at about 160
    participants self-selecting this group.

Consensus-based alliance
  • Consensus Webster defines consensus as
    collective opinion
  • Consensus on starter set will be assessed via a
    show of hands.
  • The starter set of measures will have one of the
    following action steps taken
  • 1. Endorsed, as is written and presented
  • 2. Endorsed, with modifications raised at this
    meeting
  • 3. Sent back to either the Quality Metrics
    Workgroup or the Reporting Workgroup with
    specific recommendations.

Reasonable Expectations for this First PQA meeting
  • Approval of an initial starter set of 33 measures
    that will then move to the validation process, a
    survey instrument on patient satisfaction, a
    framework for considering all measures related to
    adherence and persistence, and reporting
    principles for consumers, pharmacists and
    pharmacy practices.

  • Respiratory 4 measures proposed
  • Patient Safety 9 measures proposed drug

  • Patient Satisfaction Survey instrument
  • Medication Adherence/Persistence conceptual
    definitions/structure to be approved
  • Broader understanding of how these measures fit
    into HHSs over-arching goals of transparency and
    quality in overall healthcare system.
