  • Aim of the project
  • The aim of the project is to monitor, evaluate
    and further develop innovative instruments
    (technical, financial or organisational) to
    promote renewable energy sources (RES) and
    rational use of energy (RUE) and thereby the
    climate protection in metropolitan regions in
    Europe.

  • Background
  • City Instruments focuses on metropolitan regions
    (500,000 inhabitants) because
  • - they are facing a multitude of environmental
    problems e.g. noise, poor air quality, heavy
    traffic and often a lack of strategic planning,
  • - compared to small and medium-sized cities,
    they have to make a special effort to address
    environmental problems but also have unique
    possibilities e.g. in terms of human and
    financial resources, administrative clout etc.
  • City Instruments partners are city
    administrations and energy agencies. The mix of
    these two types of actors increases the
    fruitfulness of the experience exchange as
    representatives of the municipal may be more
    versed in the areas of which instruments are
    realistic in terms of public ordinances and
    finances, while representatives of energy
    agencies may have more experience in designing
    and developing targeted instruments involving the
    co-operation of a range of stakeholders and bold
    marketing campaigns.

  • Objectives and main steps I
  • joint monitoring and evaluation of the existing
    instruments to promote RUE/RES in urban areas
    (participating cities and beyond) with reference
    to previously defined energy, environment,
    economic and social impacts
  • selection of the most innovative and successful
    RUE and RES instruments and their elaboration for
    publication in a best-practice catalogue
  • development of a standardised Energy Master Plan
    for metropolitan regions (based on experience
    from City of Zurich) which acts as a benchmark
    for cities with existing Energy Plans and as a
    basis for a new Energy Plan for cities that do
    not yet have one

  • Objectives and main steps II
  • implementation of seven workshops on instruments
    around a specific topic (e.g. energy management
    in buildings, financial instruments etc.)
  • gap analysis within each partner city, adaptation
    and preparations for the transfer of at least one
    new instrument to each participating city
  • dissemination of the best-practice catalogue, the
    Master Plan and other deliverables
  • integration of the City Instruments forum into
    one of the existing networks for sustainable
    development in cities

  • Expected results
  • Best-practice catalogue will allow city
    administrations, energy agencies and other actors
    to learn about instruments implemented elsewhere.
    It will indicate the contribution of the existing
    instruments to the promotion of RUE and RES and
    give information on their transferability.
  • Blueprint of an Energy Master Plan will offer
    excellent basis for cities to revise existing
    documents on energy planning or to develop a
    far-sighted and realistic action programme for
    climate change mitigation.
  • Through integration of the City Instruments forum
    into an existing network on sustainable energy,
    the project will contribute to long-term exchange
    of experience on the field of RUE and RES between
    cities and metropolitan areas.
  • By selecting an instrument and preparing its
    implementation in each partner city, City
    Instruments will have a concrete impact on their
    policy design and implementation.
