IDIQ Contracts
  • Each Task Order (TO) is a mini-contract
    contract for services that does not procure or
    specify a firm quantity (other than min or max)
    and provides for the issuance of orders for the
    performance of tasks during the period of the
    contract (FAR 16.501)
  • Only awarding one Contract

IDIQ Contracts
  • IDIQ limits the Governments obligation to the
    minimum quantity specified in the contract.
  • Quantity may be stated as a number of units or as
    a dollar value.
  • Minimum more than a nominal quantity, but not
    more than the Government is fairly certain to
    order.

  • CLINs (contract line item number) to propose cost
    estimate
  • CLIN for each labor category and/or task (i.e.
    base program)
  • Labor category category of work, not individual
    performing work defines rate paid
  • Rates include hourly wage, overhead, program
    management, GA, and profit

  • Rates are subject to annual economic price
    adjustment
  • ODCs travel, equipment, non-team subcontractors,
    and supplies are included
  • ODCs are billed at cost NO profit

  • Any communication with the contractor shall come
    form the EPA CO, PO or TOPO
  • Technical Directions can only be given by the
    PO/TOPO to the Contractors POC NOT to
    individual contract employees or from other EPA
    employees
  • Subcontractors can only receive TD from prime

Statement of Work
  • SOW includes specific requirements for the Core
    operation of the CASTNET program (Task 1) with
    additional tasks following to account for the
    number of EPA-sponsored CASTNET sites
  • Additional tasks funded incrementally

  • In preparing cost estimates for the additional
    tasks, the offeror shall compensate for any
    incremental costs to the Core program (Task 1)
    incurred by adding the additional task at one
    site

  • Many of the activities associated with the
    additional tasks are dependent on whether the
    offeror will be required to provide an operator
    at the site to perform the duties or if a local
    collaborator will perform the on-site duties for
    the task

Task 1 Core Operations
  • Task 1, Core operations of the CASTNET Program
    includes requirements such as database
    management, quality assurance, training, data
    acquisition, field calibrations, reporting and
    participation in scientific meetings/conferences
  • Task 1 includes all procedures that are
    independent of or only partially dependent on the
    number of monitoring sites or execution of
    additional tasks

Task 2 Dry Deposition Filterpack
  • With or without operator
  • Alternative technologies to the traditional
    CASTNET filterpack measurement system may be
    proposed
  • New technologies must capture CASTNET pollutants
    (NOy for HNO3 ok)
  • New technologies must be field worthy with
    documented performance, preferably an established
    method or in published literature

  • 40 CFR 58 and current CASTNET protocol
