Background
  • In 2008/9 whole CCRN nationally - 56 of
    Delivery budget was per capita - 44 of Delivery
    budget was activity based
  • The proportion of the CCRN Delivery funding
    allocated by activity will increase in future
    years. For 2009/10 this likely to be 50
  • Activity-based funding National Reference Group
    has been set up by UKCRN to identify, assess and
    develop more refined approaches.

ABF in 2008/9 CLRN budgets
  • ABF allocations for each network were calculated
    on past activity. - actual accrual data from
    TCRNs - CCRN PCRN studies less accurate
    therefore for 2008/9 only data taken from NHS
    Organisations RD 2007 Annual reports

ABF 2009/10
  • Will be based on NIHR portfolio accrual data
    recorded for the 6-month period 1st April 08 to
    30th September 08
  • Four complexity bands have been applied- 1
    simple studies (very high accrual)- 2
    observational studies- 3 interventional
    studies- 4 highly complex studies demanding
    high service support costs

Indicative 2009/10 budget
  • Indicative budgets are all with DH (Catherine
    Johns Russell Hamilton) together with
    information on modelling used (considered on
    26/1)
  • In general there is a move from per capita
    funding to Activity Based. 50 of overall budget
    will be ABF in 2009/10.
  • Distribution of ABF across all CLRNs nationally
    will be variable.
  • DH keen that there is transparency about the
    derivation of the allocations.

Summary
  • 1 year Interim ABF model in 09/10
  • ABF pot will rise this year (50 ) with view to
    increase to 70 of the CLRN Delivery budget
  • Activity will be driven by NIHR portfolio accrual
    data
  • CLRN Budgets should be issued by end of January
    (2009)
  • Have been told that no CLRN budget will be lower
    than 2008/9
