  • Goal
  • To improve the long term ownership and
    participation by the community of public water
    supply and sewerage systems throughout South
    Tarawa.
  • Objectives
  • Overarching objective to strengthen
    participation and enhance community awareness and
    understanding of the aims and objectives of the
    SAPHE Loan Project.

Specifically the project will
  • Promote water conservation to reduce the demand
    on limited availability of water from public
    water supply systems
  • Promote participation of households and community
    groups in the construction and use of
    complementary Water Supply systems, including
    rainwater tanks
  • Promote good sanitation practices and provide
    assistance in the construction and use of
    composting toilets
  • Mobilize NGOs, CBOs, and action groups in the
    promotion of community participation for the
    formulation and implementation of sanitation,
    environment and public health programs and
  • Support the development and implementation of
    effective environmental, sanitation and health
    education within and by the community.

Program Focus
  • What the SAPHE Project is.

    including Revolving fund loans.
  • Education on Water cycle in Kiribati and links to
    need for water conservation, water quality
    preservation, water and health, use of composting
    toilets, etc.
  • People to understand whole system and
    interrelationships between land activities on the
    fragile lens, before understanding the benefits
    of changed behaviours.

    mapping, discussions.

Community Issues/Concerns
  • Access and continue demand for sufficient good
    quality water.
  • People still need to boil water before
    consumption.

    1998-2000).

Lessons Learnt
  • Change in attitude and behaviour normally require
    at least 5 or 8 years.
  • Infrastructure, legislation, incentives to
    support change.
  • Useful information collection tools
  • Village mapping, hopes/fears activities in
    community workshops
  • Locate alternative sources
  • Printers for materials
  • Need to develop tailor made information/education
    materials for specific groups
  • Continue support to those using composting
    toilets
  • - include monitoring
  • Collaboration at all levels of the SAPHE Loan
    Project and stakeholders is important for success
    and long term sustainability of water and
    sewerage systems.
  • Long term benefits difficult to measure over life
    of project
  • Require separate monitoring and evaluation
    process after TA.

Future Needs/Actions
  • Maintain close working relationship with Govt
    Ministries and NGOs and action groups.
  • Support KHC
  • Need for Stage 2 to work with SAPHE Loan and
    beneficiaries during Implementation
    (construction) Phase.
  • Officially starts 11 July 2002.
  • Need support to and commitment by communities
    for long term management and sustainability of
    water supply and sewerage systems.
  • Reproduction and development of tailor made IEC
    materials for specific groups.
  • Greater involvement of women and youth in
    decision making and project activities.
  • Provide adequate resources for continue M and E
    of composting toilets.
  • Communication to community through consultations,
    education and training is important and should be
    continued.
  • - Relevant Ministries to be encouraged to take
    more active role.
  • Capacity building to Staff involved.
