1. INTRODUCTION
  • EU research improved from the first FP programmes
    (1984) in terms of technology and budget, BUT...
  • Until now, the EU devotes 1.96 of its GDP to
    research and development,
  • USA 2.59 Japan 3.12 Korea 2.9
  • In March 2002 the Barcelona European Council set
    the target of raising the European research
    effort to 3 of EU GDP.
  • The March 2005 European Council has reconfirmed
    this target.

2. EU RESEARCH PROGRAMMES
  • Framework Programmes implemented since 1984
  • FP4 Research and Technological Development (RTD)
  • Period 1994 to 1998
  • Budget 13,215 Million (ECU at that time)
  • Transport 263 Mil. and for Marine Technologies
    243 Mil.
  • FP5 Research, technological development and
    demonstration (RTD)
  • Period 1998 to 2002
  • Budget 15,000 Million ECU
  • Importance to Thematic Networks
  • FP5 provoked a relevant increase of project
    tenders in terms of quantity and quality

    Demonstration.

  • Research activities for the period 2002 to 2006.

Safety
  • In relation with Maritime Safety, AMRIE support a

  • Prioritises safety at sea
  • Improves maritime education and training
  • The mission of the Amrie Policy Research
    Institute (APRI) is to develop an unequalled
    maritime-related policy research group at
    European level.
  • AMRIE supports the EU maritime safety policy and
    participates in the maritime safety and
    protection of marine environment projects.

  • ORCHESTRA An Integrated Project on risk
    management
  • HASREP A pilot study on the response to chemical
    spills from ships that includes risk analysis on
    transport of harmful substances
  • METNET A thematic network on maritime education
    and training

6. CONCLUSIONS
  • The volume of loses and environmental impact of
    maritime accidents suggest the convenience to
    design specific research projects for maritime
    safety including the human factor and training.
  • Extending the research to neighbouring countries
    of the EU, Mediterranean and East Europe, may
    improve the global Maritime Safety (Co-ordination
    of non-Community research and International
    Co-operation sub-programmes of FP7)
  • More emphasis should be given to the research on
    technical aspects of maritime accident
    investigations covering the three sides of the
    triangle of knowledge Research, training
    (diffusion of research) and innovation
    (application to prevent future accidents).

6. CONCLUSIONS
  • More effective follow up of the dissemination of
    results and application of findings is proposed
  • It is expected that the European Research Area
    improve the co-ordination of the research and the
    exploitation of results.
  • There are periods of reduced number of call for
    proposals at the end of the FP that affect to the
    financial aspects of the research institutions.
  • The great increase in the budget for FP7 and the
    consolidation of the ERA will contribute to
    reduce present weakness of research in Europe.
