• Committed to electrify 1.75 m by 2000
• Met exceeded this target at cost of R5.5
  billion
• Commitment and participation of number of bodies,
  including government, business, academic
  institutions and NGOs

• 3.2 million electrified since 1991
• Since 2001 funded by gvt.
• Eskom implementor
• Reduction in cost per connection
• Electrification - 36 in 1994 to 71 at the end
  of 2004

• Strong government intervention at early stages of
  development
• Electrification should not be evaluated only in
  terms of financial cost-effectiveness
• Optimal technological and operational options
• DSM can assist with realisation of benefits
• Cost recovery should be linked with affordability
• Modelling is a useful tool to develop options
• Customer knowledge essential
• Centralised approach to planning
• Project undertaken in holistic manner
