Background for the study
One in six dwellings in Europe 36 million are
in high-rise buildings up to 50 of the
population live in them in some countries 19 out
of 27 housing ministries respondent to the VROM
survey regard poor energy efficiency as a
moderate to major problem This project
investigates energy efficiency as part of general
refurbishment and was funded by IEA and
EuroACE. Project carried out by the Association
for the Conservation of Energy (ACE) in London

Conclusion
On cost-effective basis the study identifies a
Europe-wide cost-effective energy saving
potential of 28 from energy-efficient
refurbishment of the high-rise residential
buildings. Attainment of this potential would
imply a 1.5 reduction of Europes total final
energy demand and annual reduction of emissions
by 35 MtCO2 Main barriers is the owner/tenant
situation, lack of finance to support high-rise
renovation as well as a public subsidized price
for energy.
