International Cooperation in STI between Brazil
and Europe
  • Brazil and Europe have a long tradition in
    science and technology cooperation.
  • However, four main trends/problems could be
    identified
  • The cooperation is more scientific than
    technological
  • Its functioning is more personal than
    institutional based
  • The lack of a policy that establishes a priority
    agenda and a budget for the cooperation and
  • The information concerning opportunities for
    cooperation is precarious.

    and innovation is not by default an win win
    activity.
  • It is an activity that is demanding novel
    conceptual resources that could embody an ethic
    of global concern

Brazilian Nowadays Setting
  • Perception of the need for the discussion and/or
    adoption of conceptual models and policies and
    rules for guiding the cooperation practices
  • Setting up of procedures and tools that could
    facilitate and improve the cooperation activities.

A Successful Initiative
  • In October of 2005 the activities of Project
    B.Bice were initiated.
  • The project during its two years of existence
    faced different problems, mainly concerning its
    acceptance by the Ministries of Foreign Affairs
    and Science and Technology.

What were the results?
  • Establishment and maintenance of a comprehensive
    website
  • Establishment of a help desk on 7th FP matters
  • Diffusion of information concerning
    opportunities in the 7th Framework Programme
  • Improving the Brazilian participation in the
    calls of the 7th FP.

What were the results?
  • Contributing to an EU-LA dialogue on STI
    policies and instruments and activities aimed at
    improving the design and implementation of
    present and future cooperation programs.
  • Establishment of a coordination mechanism with
    similar offices in Argentina, Chile, and Mexico,
    in order to promote a synergy among them, and
    also to prepare as many as possible joint
    research proposals in response to FP calls.

The New B.Bice
  • On December 2007 the Commission announced the
    approval of a new project with the main objective
    of maintaining the activities initiated by
    Project B.Bice.
  • The new B.Bice will cover a three years period,
    and will be implemented in an association between
    UnB and IBICT.
  • The project should be initiated in September 2008.

The new activities
  • Besides maintaining the majority of the former
    activities the project has included new ones
  • Analytical activities development of studies
    evaluations and foresights
  • Mapping activities - development of activities
    and events aimed at identifying priorities for
    collaboration and
  • Coordination activities improve and expand
    contacts with European institutions (governmental
    and non-governmental), and also with other ICPCs
    information platforms (e.g. South Africa, India,
    South Korea and China).

A more confortable environment for the FP in
Brazil
  • In June 2008 Brazil and EC discussed the Joint
    Action Plan (JAP) for the Strategic Partnership
    signed in July 2007.
  • STI is considered as a strategic area
  • The 7th FP is included as a financial mechanism
    of the ST Agreement
  • Recognition of the role developed by the
    information dissemination activities and
  • Acceptance to establish the NCP Networks in Brazil
