  reasonable and practical?

  of a public nature (transport, gas, electricity,
  telephone).
• Dangers of offering rights will we spend all our
  time going to court?

  hytrach na chwyldro?

• But what is the main priority?- Promoting
  Welsh?- Dealing effectively with complaints?
• Isnt the main weakness of the 1993 Act its lack
  of effective remedies?
• Would it be more reasonable build upon what
  already exists, and strengthen it? Evolution
  rather than revolution?
