What is BSF
  • 5 billion investment to upgrade/rebuild
    Englands secondary school stock over 15 years
  • Waves - originally a phased implementation in
    line with size or complexity of facility, and
    local demographic
  • Focus on buildings and ICT to support the
    Governments educational reform agenda
  • Transformation of secondary school function and
    ways of learning
  • Intended to be visionary and innovative to create
    exciting learning environments
  • Est. 10 could be used for sport

What is Partnership for Schools ?
  • Non Departmental Public Body (NDPB)
  • Jointly funded by DCSF and Partnerships UK,
    responsible for delivering BSF
  • Also responsible for delivering Govt commitment
    to build 400 academies
  • Works with Local Authorities, Private Sector,
    CABE (Commission for Architecture and the Built
    Environment) and 4Ps - local government's
    partnership and project delivery specialist).

What BSF Can Fund?
  • BB98 Briefing framework for secondary school
    projects . This sets out simple, realistic,
    nonstatutory area guidelines for secondary
    school buildings and grounds.
  • As a general guide, a new build medium sized
    secondary school (1200 roll) is likely to have
    the following sport and cultural facilities
  • 1 x 4 court sports hall
  • 1 x activity studio (min. 145msq, 10m high with
    sprung floor for dance)
  • 75 sized hard surface MUGA (2500 3000 msq,
    3 or 4 netball courts)
  • 400m grass athletics track
  • Winter and summer overlapping pitches for
    football, cricket, rugby
  • 2 x sets of pupil changing rooms and showers,
    including at least one accessible changing area)
  • 1 x main hall (for assemblies, exams,
    performances, community events)
  • 1 x drama studio

Strategy for Change
  • In the 'Strategy for Change' document PE Sport
    has been allocated its own policy section. LAs
    are requested to demonstrate how their BSF
    proposal will contribute to school sport PSA
    targets and the PESSYP Strategy
  • The document also outlines the requirement for
    local authorities to consult with SE, YST and
    NGBs to embrace community as well as curriculum
    sporting needs. This consultation will be
    achieved through the development of a Sports
    Stakeholder Group within each LA.
  • The Sports Advisors within PfS whose main purpose
    is to raise the profile of PE School
    Community Sport in BSF and to promote the
    strategic development of community sports
    facilities across an area.

Our Objectives and Challenges
  • CSPs to work with partners to co-ordinate
    sports engagement with local authorities to
    secure community access to school sports
    facilities.
  • Design and technical advice ensuring what is
    being proposed is fit for purpose in line with SE
    NGB plans
  • Maximise sports development benefits related to
    new facility investment e.g. 5 hour delivery,
    developing school-club links, coaching
    programmes, achievement of PESSYP targets etc.
  • Qs how engaged is your sport, and how best can
    the Forum and CSP ensure representation on
    emerging Sports Stakeholder groups

BSF in Sussex
  • Brighton Hove Readiness to Deliver document
    submitted (CSP on Stakeholder Group)
  • East Sussex CC - Readiness to Deliver document
    due to be submitted 31 July 2009. Based on this,
    a decision will be made as to whether or not ESCC
    enters the programme in either January or April
    2010.  ESCC believe April is more realistic so
    they envisage their PE, school and community
    sport Stakeholder Group being established
    towards the end of November/beg of December
