- At the Global Level Five focus areas for
addressing CC were identified, REDD, Technology
Transfer, Finance, Capacity Building and
Adaptation. - At the Regional Level An Arab
- Framework for Action on CC was developed
- (2007) identifying programmes needed to
- address CC in 11 different sectors, putting focus
on - The need for Capacity Building and Awareness
Raising. - UN agencies in the region need to join hands to
streamline and maximize the impact of its
collective efforts on Capacity Building and
Awareness Raising on CC issues.

- Review the AFAPCC
- Assess existing capacities in the region
- Identify priority areas for action
- Collect information on existing programmes using
CEB interface - Identify best practices
- Assess available resources
- Prepare an inventory report on UN activities
Map UN capacity building activities
Identify priority needs in the region
Identify areas for cooperation
- Consultation meetings
- Compare needs, UN available programmes and
resources - Identify gaps
Implementation
Develop workplans

4Identification of Needs
- The Arab Framework Action Plan on Climate Change
(AFAPCC) is designed for enhancing the Arab
Countries capacity to take appropriate measures
for - addressing climate change (CC) issues
- while achieving sustainable development
- targets and MDGs in the Region.
- Review of the inventory of programmes
- and activities listed in the AFAPCC,
- can help identify needs for raising awareness and
capacity building of all social and economic
sectors to -

- Assess climate change impacts in the region
- Formulate policies and programmes
- for mitigation of and adaptation to climate
- change

- - Build national and regional institutional
capacities to deal with CC issues and manage the
natural disasters risks - - Create an enabling environment for regional
and global cooperation needed to support national
programmes - - The collaborative effort of UN agencies on
capacity building and raising awareness will have
to be in line with the priority areas for support
to be identified during the RCM.
